Abstract
This document summarizes the proceedings of the workshop (section II) and the discussions on the problems and constraints relating to the preparation of national communications, particularly those that have affected non-Annex I Parties that have yet to complete them (section III). Section IV outlines the experiences of, and lessons learned by, multilateral and bilateral support programmes in facilitating and providing financial and technical support to non-Annex I Parties in the preparation of their initial national communications or elements thereof. Section V presents recommendations for improving the process of the preparation of the various elements of national communications from non-Annex I Parties
