World Leaders Climate Action Summit at COP 29

His Excellency Mr. Ilham Aliyev, President of the Republic of Azerbaijan invited Heads of State and Government (HoS/G) to participate in the World Leaders Climate Action Summit (WLCAS), on Tuesday, 12 and Wednesday, 13 November 2024, when the first part of the High-Level Segment (HLS) for HoS/G took place. 
 
The invitation to the WLCAS in the Republic of Azerbaijan during COP 29 signifies the importance for World Leaders to engage and enhance ambition and enable action to reduce emissions, adapt to climate change, and address loss and damage, to implement and transform key climate related decisions into concrete actions and credible plans to tackle climate change.

Opening of the World Leaders Climate Action Summit

Lead by His Excellency Mr. Ilham Aliyev, President of the Republic of Azerbaijan, the World Leaders Climate Action Summit opened on Tuesday, 12 with the participation of over 80 Heads of State and Government, dignitaries and invited guests.

The opening heard statements from His Excellency Mr. Ilham Aliyev, President of the Republic of Azerbaijan, His Excellency Mr. António Guterres, Secretary-General of the United Nations and 
Ms. Maimunah Mohd Sharif, Mayor of Kuala Lumpur and former Executive Director of the United Nations Human Settlements Programme.

The High-Level Segment (HLS) for Heads of State and Government (HoS/G) took place during the World Leaders Climate Action Summit.

The first part of the HLS to hear the delivery of national statement from HoS/G took place on Tuesday, 12 and Wednesday, 13 November 2024.

The resumed HLS for those Parties whose HoS/G did not deliver national statement during the first part, will be held on Tuesday, 19 and Wednesday, 20 November 2024.

The HLS will be open to all Parties and observer States, United Nations and related organizations, specialized agencies, inter-governmental and other observer organizations.

The programme of events for the participation of Heads of State and Government (HoS/G) on 12 and 13 November included the delivery of national statements, high-level round tables, high-level special events hosted by the COP 29 Presidency and high-level Party Events organized by other World Leaders.

 

High-Level Round Tables

Three (3) high-level round tables was held during the Summit as follows: 

Tuesday, 12 November 2024

  • 14:00 – 15:30: High-Level Roundtable on Energy: Advancing Climate Mitigation Action
  • 16:00 – 17:00: High-Level Roundtable on Enabling Climate Finance: The Make-or-Break Moment for Sustainable Future

Wednesday, 13 November 2024

  • 14.15 – 15.45: High-Level Roundtable on Turning Ambition into Action: Scaling up Adaptation Finance for Achieving the Global Goal on Adaptation

Round tables were opened to all Heads of State and Government (HoS/G), with participation in a 1+1 format (one principal and one accompanying person).

Access to heads of United Nations and related organizations and specialized agencies, heads of inter-governmental organizations admitted as observers by the Conference of the Parties and invited guests was by invitation of the hosts. Invitees were contacted directly by the organizer and were provided with tickets to access the events. Tickets were distributed at the Distribution Desk located in the Services Hub in Zone C at the Conference venue.

Detailed descriptions of each of the three (3) round tables are included in concept notes.

HoS/G were kindly requested to indicate their interest to the round tables in which they would like to participate. The Government of the Republic of Azerbaijan ensured participation in at least one of the three (3) round tables according to availability, on a first-come, first-served basis.

HoS/G also needed to indicate their intention to deliver a statement during the round tables in line with the guiding questions presented in the concept note for the respective round tables. Statements were not to exceed two (2) minutes to enable inclusive deliberations on a first-come, first-served basis. The requested information were to be sent to cophlpe@unfccc.int by the indicated deadline of Monday, 4 November 2024.

A follow-up communication was sent by the host organizer to all HoS/G, indicating the round tables in which they had been selected to participate.

 

High-Level Special Events

High-level Special Events were also held during the Summit as follows: 

High-Level Special events were opened to all HoS/G and their entourage, according to room capacity. These events were organized or hosted by and with the participation of the COP29 Presidency. Heads of State and Government and their entourage were kindly requested to express their interest in participating in special events by contacting the designated focal points indicated above for each respective event by the deadline of Monday, 4 November 2024.

A series of High-Level Party Events (HLPE) hosted by Heads of State and Government (HoS/G) and with the participation of other HoS/G were held over the two days of the Summit.

Attendance to HLPE was by invitation only from the event host(s). Invitees were contacted by the event host. HoS/G that wished to attend a HLPE, contact detail of the respective events were included in the HLPE schedule.

Access to the HLPE was by tickets issued by the event host.

Please note that the UNFCCC secretariat is not able to provide information on the modalities for the HLPE.
