Update on the organization of work and Ministerial Consultations
Following an assessment of the status of progress of the work across all tracks, the President has set out a tailored approach to conclude all outstanding elements, recognizing that some need more discussion and others require focused political engagement to find an overall balanced and comprehensive way forward.
- He has invited pairs of Ministers to lead consultations with Groups and Parties on his behalf to advance areas of convergence on the Global Stocktake and to ensure coherence with other outstanding issues. The ministers will report back to the President at an informal stocktaking plenary on Saturday 9 December.
- He also invited senior negotiators to conduct consultations on his behalf on outstanding technical work relating to items under the governing bodies, as well as on specific issues forwarded from the subsidiary bodies, and to conclude work by 3pm on Saturday 9 December.
- Work that was launched under the governing bodies at their opening plenaries will continue over the coming days as will consultations undertaken by the presidency, including consultations resulting from the adoption of the agendas at the opening of the Governing Bodies.
The President will convene an open-ended, single-setting Majlis to bring together the different outcomes to strike the right balance. The single-setting group meeting took place on Sunday 10 December.
The objective of the President is to adopt consensus decisions and conclusions on 12 December that will constitute a comprehensive, ambitious, and balanced outcome.

Update on the President’s Consultations
The opening plenaries of COP 28/CMP 18/CMA 5, on Thursday, 30 November 2023, adopted their agendas and smoothly launched the work of the Conference. In addition, they mandated the President to undertake consultations on a number of issues and to report back to the plenaries on the results.

During the Presidency’s informal consultations on 9 December, Parties agreed to defer the consideration of the matter of COP’s authority over and guidance to the WIM, including its Executive Committee, to future sessions of the COP, and that at this session, the COP to endorse the CMA Decision. This outcome will be reflected in the draft decision text on the Report of the WIM Executive Committee and the Matters relating to the Santiago network. |
