Accelerating technology development and transfer through the joint work programme of the Technology Mechanism (2023-2027)

The Technology Mechanism was created by UNFCCC Parties in 2010, aimed to support countries, in particular developing countries, in deploying climate technologies to reduce greenhouse gas emissions and increase resilience. It comprises a policy arm, the Technology Executive Committee (TEC) hosted by UNFCCC and an implementation arm, the Climate Technology Centre and Network (CTCN) hosted by UNEP based in Copenhagen.

Scope of the intended partnership

Building on the complementary roles of the TEC and the CTCN, a joint work programme of the UNFCCC Technology Mechanism for 2023-2027 was launched during COP 27. The programme aims to support countries to achieve the goals of the Paris Agreement and implement national climate plans through transformative technologies. 

Under the joint work programme, the TEC and the CTCN jointly undertake work on technology roadmaps and digitalization, and collaborate in the following common areas of work:

  • National systems of innovation
  • Water-Energy-Food systems
  • Energy systems
  • Building and resilient infrastructure
  • Business and Industry
  • Technology needs assessment (TNA)

In addition, in 2023, the Technology Mechanism launched an initiative on Artificial Intelligence for Climate Action to explore the role of AI as a powerful technological tool for advancing and scaling up transformative climate solutions for mitigation and adaptation action in developing countries with a focus on least developed countries (LDCs) and small island developing States (SIDS).

The advance notice of partnerships is directed at businesses, philanthropies, foundations, and public and private finance institutions interested in any areas of work of the TEC or the CTCN outlined above.

 

Opportunity for partnership

Proposals indented for partnership with the UNFCCC to support the work of the TEC may cover:

  • Knowledge partnerships for developing quality products on climate technology, including through co-creation of outputs and contributing complementary areas of expertise.
  • Resource partnerships (financial, human, and in-kind resources)
  • Implementation partnerships, with regard to convening global dialogues, workshops and events of the TEC, including at the regional level.
  • Dissemination and outreach partnerships, broaden the reach to technology stakeholders across sectors and regions, including by utilizing existing networks, platforms and outlets.
  • Impact and legacy partnerships with influential entities and individuals in position to enhance the impact on the ground.

Proposals indented for partnership with CTCN to support its work may be done through membership of the CTC Network.

Submission of a proposal for partnership

Entities interested in partnering with the UNFCCC to support the work of the TEC under this call for proposals should submit their formal proposal by e-mail to tec@unfccc.int. More information about the TEC and UNFCCC Climate Technology: https://unfccc.int/ttclear

In its proposal, the entity should:

  1. Clearly reference this call for proposal;
  2. Indicate the scope, objectives and duration of the proposed partnership and, if applicable, the financial value of the entity’s voluntary contribution;
  3. Address, to the extent possible and with supporting documentation, its capacity to enter into and implement the prospective partnership (including, if relevant, proof of juridical personality[1], proof of sound financial management and proof of technical capacities to carry out the partnership);
  4. Address, to the extent possible and with supporting documentation, whether and how it meets each of the eligibility criteria set out in the annex to the UNFCCC Guidelines for Partnerships[2], indicating any relevant present and/or past activity or advocacy with regard to these criteria and list any net-zero commitments;
  5. Confirm by a formal statement that it does not meet any of the exclusionary criteria set out in the annex to the UNFCCC Guidelines for Partnerships, indicating any relevant present and/or past activity or advocacy with regard to these criteria;
  6. Include a statement of its intention to fully comply with the terms of a partnership agreement to be agreed with the secretariat, as outlined in the UNFCCC Guidelines for Partnerships;
Indicate any requirements regarding the use of the UNFCCC name and logo in accordance with paragraph 29 of the UNFCCC Guidelines for Partnerships.
