Guiding questions for the Adaptation Committee’s call for submissions related to decision 2/CMA.5, paragraph 45

Mandate

Decision 2/CMA.5, para. 45: The CMA invited the Adaptation Committee (AC), in collaboration with the Consultative Group of Experts and the Least Developed Countries Expert Group, to develop recommendations on how to improve reporting on adaptation action and progress, including with a view to informing the review and update, as appropriate, of the modalities, procedures and guidelines (MPGs) for the transparency framework for action and support referred to in Article 13 of the Paris Agreement contained in the annex to decision 18/CMA.1 and the review of the training course referred to in decision 9/CMA.4, paragraph 10.

Background

At its 28th meeting, the AC decided to invite Parties and relevant stakeholders to respond to a call for submissions by the AC, via the UNFCCC submission portal, by 31 March 2026, to support the development of recommendations on how to improve reporting on adaptation action and progress in the context of paragraph 45 of decision 2/CMA.5.[1]

Below are three questions to guide the preparation of the submissions.[2]

 

Different reporting vehicles

1. What reporting vehicles are you using and what suggestions can you provide to enhance effective reporting of adaptation action and progress?

When responding to the above question, Parties and other stakeholders are encouraged to consider and elaborate on, if and as appropriate:

  • The reporting vehicles currently used to report on adaptation action and progress under the Convention and the Paris Agreement;
  • The reasons for why certain reporting vehicles were used or not used;
  • The experiences and lessons learned that can improve reporting on adaptation action and progress.

 

Existing reporting guidelines and guidance, including with a view to informing the review and update of the MPGs

2. How could the existing guidelines and guidance be further improved to better support reporting on adaptation action and progress?

When responding to the above question, Parties and other stakeholders are encouraged to consider and elaborate on, if and as appropriate:

  • Which aspects of the available adaptation reporting guidelines and guidance are helpful, and what needs improvements;
  • The main challenges encountered in using the existing adaptation reporting guidelines and guidance;
  • How guidelines and guidance could be further improved to capture all aspects of adaptation (outcomes, inputs and activities);
  • The experiences and lessons learned that can improve the existing reporting guidelines and guidance.

3. In what ways can experiences and lessons learned from adaptation reporting gained so far enhance the alignment, coherence, and effectiveness of adaptation reporting across the Convention and the Paris Agreement?

When responding to the above question, Parties and other stakeholders are encouraged to also consider and elaborate on, if and as appropriate:

  • The challenges associated with the resource implications of reporting on adaptation action and progress;
  • Specific elements of adaptation reporting where consistency or comparability would be valuable and useful, including the reasons for this;
  • Concrete steps that could help ensure that adaptation reporting more effectively informs the Global Stocktake in assessing collective progress towards adaptation including the global goal on adaptation.
