Background

The transition of eligible Clean Development Mechanism (CDM) activities to the Article 6.4 Mechanism of the Paris Agreement has entered a key implementation phase. Following coordinated efforts by the Mitigation Division and Regional Collaboration Centers (RCCs), significant progress has been achieved in supporting Parties to designate Article 6.4 Designated National Authorities (DNAs), submit Host Party Participation Requirements (HPPR) forms, and issue Host Party approvals.

As a result, more than 400 CDM activities have received Host Party approval for transition. The focus has now shifted from Party-level readiness to supporting activity-level completion of remaining transition requirements. Project participants must submit the required additional documentation by 31 December 2026, notably:

  • Addendum to the Project Design Document (PDD) (A6.4-FORM-AC-012)
  • Environmental and Social Safeguards and Sustainable Development Documentation under the Article 6.4 Sustainable Development (A6.4 SD) Tool (A6.4-FORM-AC-015, 016, 017)

The timely preparation, submission, and processing of this documentation are essential to operationalize transitioned activities and enable their continued participation under the Article 6.4 Mechanism, including future issuance.

Objectives

To strengthen the readiness of project participants with approved CDM transition requests by providing a structured platform to engage with relevant substantive teams, clarify questions, and enhance their understanding of the remaining transition requirements, with the aim of enabling them to:

  • Handling and understanding well the additional documentation requirements, including the Addendum to the PDD and the A6.4 SD Tool;
  • Clarify questions and resolve uncertainties related to the preparation and submission of the required additional documentation; and
  • Complete and submit the required additional documentation by 31 December 2026.

Existing Knowledge Products

The clinics will leverage and build upon existing products developed by the secretariat's Article 6 Capacity Building Team:

Expected Outcomes

  • Increased submissions: Higher proportion of activity participants submitting complete transition documentation ahead of the deadline.
  • Higher quality: Improved quality and completeness of submitted documentation, reducing processing time during completeness and substantive checks.
  • Enhanced understanding: Strengthened knowledge of Article 6.4 procedures among project proponents.
  • Accelerated deployment: Faster operationalization and early pipeline activation of transitioned activities under the Article 6.4 Mechanism.
