Background

The Hassan II International Center for Environmental Training is the academic arm of the Mohammed VI Foundation for Environmental Protection, chaired by HRH Princess Lalla Hasnaa.

The session rests on four pillars:

• Pillar A — Local authorities training: Since 2021/2022, ~1,500 stakeholders trained across Morocco. The latest cycle (closed April 2, 2026) showed a 9-point workshop knowledge gain (80% → 89%), strong improvements from baseline, 100% recommendation, and 60.9% immediate applicability. A pipeline of 41 territorial climate projects will be advanced into structured concept notes. Implemented with the DGCT using a replicable pre/post assessment.

• Pillar B — Online learning: Introduction to the Green Knowledge Hub (gkh.ma) with four MOOCs and ~1,200 active users since April 2026. Showcases the Climate Finance MOOC’s four modules and the Tutored Capacity-Building Program for African Youth in Ocean Sciences, emphasizing links between climate, ocean resilience, and SD. Collects feedback to strengthen practical, case-based learning. The climate finance program with UNDP and DGCT will expand to participants across Africa by year-end.

• Pillar C — AYCH capacity building: A pan-African incubation program empowering youth climate entrepreneurs. To date: 30,000+ users, 1,200+ applications from 52 countries, and 40 supported ventures across two editions; 2025 Demo Day supported by the UNFCCC Secretariat. The session uses AYCH’s project development canvas to define challenges, design solutions, map stakeholders, build value propositions, assess impact, and identify financing, enhancing scalability and investment readiness. Implemented with YOUNGO, UM6P, OCP Group, and Mineral Waters of Oulmès.

• Pillar D — Training of Trainers: A certified trainer presents a Morocco Carbon Footprint Tool case, showing how ToT accelerates knowledge transfer and organizational carbon assessments. Developed with AMEE, IMANOR, and ABC.

Objectives

In direct alignment with the PCCB 2025-2026 focus area, this session aims to:

• Strengthen capacities of practitioners, local authorities, youth leaders, and trainers to access and scale climate finance via practical tools for bankable projects.
• Bridge ambition and implementation by turning local priorities into funder-ready concepts aligned with NDCs and NAPs.
• Showcase an integrated capacity-building model: in-person training, Green Knowledge Hub, Climate Finance MOOC, ocean sciences program, youth entrepreneurship, and ToT.
• Enable peer learning among PCCB members, local governments, youth innovators, finance practitioners, trainers, and partners.
• Deepen multi-stakeholder collaboration across public institutions, academia, international organizations, and practitioners to accelerate project development and financing.
• Create sustained impact through continued learning, replication of methods, progress on territorial and youth-led projects, and ongoing feedback to improve programs.
• Measure knowledge gains with an interactive pre- and post-session quiz to produce replicable impact evidence.
