Enhanced arrangements are needed to fast-track project proposal development to implement NAPs as soon as possible. One of the primary challenges faced by the LDCs and SIDS is securing approved projects for funding from the Financial Mechanism owing to associated complexities and the limited capacity in these countries. This pillar will establish ground-level capacity for project proposal preparation, but in a way that is already sufficiently forward-looking to accommodate the new and innovative modalities that will be identified through the initiative.
