Background
Article 6 of the Paris Agreement recognizes that countries may choose to voluntarily cooperate in the implementation of their NDCs to achieve greater ambition in their mitigation and adaptation measures and promote sustainable development and environmental integrity. To achieve this, Article 6 proposes voluntary cooperation mechanisms, such as cooperative approaches, sustainable development mechanisms, and non-market-based approaches.
To participate in Article 6, countries must adjust their national transparency frameworks, comply with the specific requirements of Article 6, and ensure that they track progress towards achieving NDCs and engage in international cooperation. In addition, Article 6 has a component of reporting obligations aligned with the enhanced transparency framework of Article 13, therefore, it is crucial to clarify how both articles are linked, as well as the reporting requirements that must be met.
Currently, countries in Latin America and the Caribbean are developing their first BTR, for delivery by the end of 2024, which presents an opportunity to raise awareness of the reporting requirements under Article 6 that are linked to the enhanced transparency framework of Article 13, and which begins to become effective at the moment when one country decides to participate in the authorization of internationally transferred mitigation outcomes (ITMO) to another country.
Objective
Build the technical and institutional capacities of countries members of the Latin America and the Spanish-speaking Caribbean Climate Transparency Network to increase understanding of the reporting requirements and review processes for cooperative approaches under Article 6 and their relationship to Article 13, including tools, guides, examples and elements necessary for the preparation of the initial report and the presentation of annual and regular reporting.

El artículo 6 del Acuerdo de París reconoce que los países podrán optar por cooperar voluntariamente en la aplicación de sus NDC para lograr mayor ambición en sus medidas de mitigación, adaptación y promover el desarrollo sostenible y la integridad ambiental. Para alcanzar esto, el artículo 6 propone mecanismos de cooperación voluntaria, como enfoques cooperativos, mecanismos de desarrollo sostenible, y enfoques no basados en los mercados.
Para participar en el artículo 6, los países deben ajustar sus marcos nacionales de transparencia, cumplir con los requisitos específicos del artículo 6 y asegurarse de seguir el progreso hacia el logro de las NDC y participar en la cooperación internacional. Además, el artículo 6 posee un componente de obligaciones de reporte alineadas al marco de transparencia reforzado del artículo 13, por lo tanto, es crucial aclarar cómo ambos artículos están vinculados, así como los requisitos de presentación de información que deben cumplirse.
Actualmente, los países de América Latina y el Caribe se encuentran elaborando su primer BTR, para su entrega a finales del 2024, lo que presenta una oportunidad para la sensibilización sobre los requerimientos de presentación de información bajo el artículo 6 que están vinculados con el marco de transparencia reforzado del artículo 13, y que empieza a hacerse efectivo en el momento en que un país decida participar en la autorización de resultados de mitigación de transferencia internacional (ITMO) a otro país.
Objetivo
Fomentar las capacidades técnicas e institucionales de los países de la Red de Transparencia Climática de América Latina y el Caribe Hispanohablante para incrementar el entendimiento de los requisitos de reporte y los procesos de revisión para los enfoques cooperativos bajo el artículo 6 y su relación con el artículo 13, incluyendo herramientas, guías, ejemplos y elementos necesarios para la elaboración del informe inicial y la presentación de la información anual y la información regular.
