Background

This event was co-organized by the government of Peru and the Initiative for Climate Action Transparency (ICAT). Implementation of Article 6 mechanism requires the development of solid national regulation, institutional arrangements and infrastructure, as well as the dissemination of information and capacity building for different stakeholders including state and non state actors. In recent years, Peru has achieved important milestones related to the design and implementation of article 6 of the Paris Agreement. Peru and Switzerland signed the first ever bilateral cooperation agreement on article 6 and currently is working on the design of another cooperation agreement with Singapore. Peru has also designed the legal procedures and institutional arrangements necessary to implement article 6 in the country. These are currently under a public consultation process to receive feedback from different stakeholders. ICAT supports countries to better assess the impacts of their climate policies and actions, and fulfill their transparency commitments by increasing their overall transparency capacity. This includes the capacity to assess the contribution of climate policies and actions on countries’ development objectives, and providing methodological information and tools to support evidence-based policy-making. ICAT generates evolving methodological guidance and extracts best practices, making these publicly available to all actors, increasing the global knowledge base. In this context, ICAT, with the support of Neyen consulting, has developed a new methodological guide on integrating article 6 and the reporting under Article 13, which enables countries to understand the main challenges in preparing for article 6 and developing their transparency frameworks to anticipate also the Article 6 related reporting requirements. The event will showcase the intricacies of implementing Article 6 of the Paris Agreement while respecting transparency requirements under Article 13, highlighting the example of Peru’s practical experience and ICAT’s offer of methodological support.

 

Objectives

  • Aimed to raise awareness and increase understanding of linking and integrating Article 6 to the Enhanced Transparency Framework under Article 13, considering NDC implementation urgency and ambition.
  • Aimed to share valuable practical experience in implementing Article 6 to achieve NDC targets, with a view to increase ambition and promote understanding of cooperative approaches under Article 6.
  • Aimed to improve the capacity of transparency practitioners by enhancing their knowledge and making them aware of methodological guidance available to them.

Key Outcomes

This session highlighted the ways in which Article 13 informs policy makers on how to better engage with Article 6.

  • Examples were presented, such as Peru’s nationally determined contributions (NDCs) which include mitigation and adaptation measures encouraging carbon neutrality by 2050, with indigenous peoples’ mainstreamed throughout this process, as well as a National Mitigation Measures Registry for individuals and the private sector to report their mitigation progress for carbon credit transfers.
  • CAT likewise emphasised the idea that developing countries engaging in implementing Article 6 have the opportunity to mobilize financial resources for adaptation and mitigation.
