Coordination of support

Background

The COP in its decision 1/CP.18, paragraphs 34-38, requested the SBSTA and the SBI, at their thirty-eighth sessions, to jointly initiate a process with the aim of addressing the following matters:

  • The need to improve the coordination of support for the implementation of the activities referred to in decision 1/CP.16, paragraph 70;

  • The provision of adequate and predictable support, including financial resources and technical and technological support, to developing countries for the implementation of those activities;

  • To consider existing institutional arrangements or potential governance alternatives including a body, a board or a committee.

The COP also requested the secretariat, subject to the availability of supplementary resources, to organize an in-session workshop at the thirty-eighth sessions of the SBSTA and SBI on the matters referred to above, taking into account the submissions of views from Parties (please also refer to MISC Addendum) and admitted observer organizations and to prepare a report on the workshop for the consideration by the SBSTA and SBI at their thirty-ninth sessions.

Decision 10/CP.19: National entities or REDD+ focal points and voluntary meetings

The Conference of the Parties (COP) adopted decision 10/CP.19 based on recommendations from the SBSTA and SBI. In paragraph 1 of this decision the COP invited interested Parties to designate, in accordance with national circumstances and the principles of sovereignty, a national entity or focal point to serve as a liaison with the secretariat and the relevant bodies under the Convention, as appropriate, on the coordination of support for the full implementation of activities and elements referred to in decision 1/CP.16, paragraphs 70, 71 and 73, including different policy approaches, such as joint mitigation and adaptation, and to inform the secretariat accordingly.

Nominations of REDD+ national entities/focal points should be submitted by the UNFCCC national focal point to the secretariat at: landuse@unfccc.int.

SBI 48 in 2018 concluded this item and recommended draft conclusions to the COP for adoption.

COP 19 concluded consideration of this joint work and, as part of the Warsaw Framework for REDD-plus, adopted decision 10/CP.19, entitled Coordination of support for the implementation of activities in relation to mitigation actions in the forest sector by developing countries, including institutional arrangements.

By decision 10/CP.19, the COP, inter alia:

  • Invites interested Parties to designate a national entity or focal point to serve as liaison with the secretariat and bodies under the Convention, on coordination of support, and may also be nominated to receive and obtain results-based payments
  • Recognizes that in order to address issues related to the coordination of support, a number of needs and functions were identified
  • Encourages national entities/focal points, Parties and relevant entities financing REDD-plus to meet, on a voluntary basis, to discuss the needs and functions identified to address issues relating to coordination of support; with the first meeting to be held in conjunction with SBI 41 (December 2014)
  • Requests the Subsidiary Body for Implementation, at the latest, at its forty-seventh session (November-December 2017) to review the outcomes of these meetings

COP 18 requested the SBSTA and the SBI, at their thirty-eighth sessions, to jointly initiate a process with the aim of addressing the matters outlined in decision 1/CP.18, paragraph 34, and to consider existing institutional arrangements or potential governance alternatives, including a body, a board or a committee, and to make recommendations on these matters at COP 19.

At SBSTA 38, this in-session workshop on the matters relating to coordination of support referred to in decision 1/CP.18, paragraphs 34 and 35, took place on 7 June.

The submission of views by Parties on matters referred to in decision 1/CP.18, paragraphs 34 and 35, including potential functions, and modalities and procedures are available in documents FCCC/SB/2013/MISC.3 and Add.1.

The SBSTA was unable to conduct work on this item as the joint contact group of the SBSTA and the SBI on this matter could not be established and agreed to take up this item at SBSTA 39.
