Information for SB 60 participants (A-Z)

The sixtieth sessions of the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation (SB 60) of the United Nations Framework Convention on Climate Change (UNFCCC) will take place at the World Conference Center Bonn (WCCB) in Bonn, Germany, from 3 to 13 June 2024.

Logistical information for participants

The venue is easily accessible for visitors with mobility difficulties and accessibility needs. The ground floor level has a large ramp for easily accessing meeting rooms Nairobi, Wien, Genf and New York. Each level is also fully accessible with lifts wide enough to accommodate a standard wheelchair and to access meeting rooms Santiago de Chile, Tokio and the rest of the facility (i.e. computer centre) on the second floor. On the lower level (Rhine level), meeting rooms Bangkok and Addis Abeba are also accessible via lifts.

All meeting rooms arranged in classroom seating style equipped with a raised podium have built-in ramps for accessing the podium.

A Deutsche Bank cash machine (ATM) is available in the lobby of the Langer Eugen building on the United Nations Campus during working hours. ATMs in the vicinity of the conference venue are at the Haus der Geschichte Museum (Sparkasse ATM), located at Willy-Brandt-Allee 14, and at the Post Tower (Postbank ATM), located at Platz der Deutschen Post 1. Bus services

Bus line SB60 services the 25-kilometre stretch between Cologne/Bonn Airport and Bonn’s main railway station. The journey takes about 30 minutes. The bus leaves every 30 minutes on weekdays and every 30–60 minutes on Saturdays and Sundays. For exact timetables please visit the SWB website.

A one-way ticket costs approximately EUR 9.70.

Hotel bookings made online include a pass for free local public transport, including from and to Cologne/Bonn Airport.

The Code of Conduct contains detailed information on prohibited conduct, complaint and investigation processes as well as possible consequences in case of misbehaviour.

Any incident that infringes on the Code of Conduct guidelines should be reported either directly to any badged UN Department of Safety and Security (UNDSS) officer or by calling the United Nations Security Control Centre, which is open 24 hours a day, at +49 228 9267 1820 (landline). Guidelines on the use of cameras and audio/video recording devices

Cameras and audio/video recording devices may be used by participants in public areas, such as lobbies and corridors, provided that such activities do not cause disruption to the activities or movements of participants or security provisions of that area.

However, the recording of audio and video by Party or observer organization delegates at open or closed official meetings or in designated high-security zones is not permitted.

Authorized media actions and publicity events by admitted observers following official procedures, in designated areas, are permitted. Materials containing abusive or offensive language or images or political pronouncements are not permitted in the conference venue.

Guidelines for the participation of non-governmental organization representatives

Non-governmental organizations are responsible for the conduct of their representatives. Any behaviour not consistent with these guidelines may have an impact on current or future participation in UN Climate Change events, including de-badging or revoking access for the organization and/or the individual.

The equipment is intended for use by all participants. Please be considerate and limit use when others are waiting.

Wireless connectivity

For best connectivity, it is recommended to:

  • Only select/use the PlugNPlay Wi-Fi service
  • Disable personal hotspots/tethering
  • Switch off your personal Wi-Fi devices if you have any
  • Avoid areas marked “Weak Wi-Fi spot”

Ethernet cables are available at the computer centre for faster wired connectivity or in case of Wi‑Fi problems.

Please report any issues to the ICT customer support staff located at the computer centre or look for support staff who are easily identifiable by blue vests marked “ICT SUPPORT”.

Consignments may be claimed at the Information Desk, located on the left-hand side of the ground floor of the main building after passing through the security check. Please present all relevant shipment documents (e.g. air waybill).

To reduce the carbon footprint of the conference and owing to logistical considerations such as storage availability, the secretariat will not be in a position to receive shipments of a cumulative total weight in excess of 50 kg per Party or observer organization.

Delegates from Parties eligible for funding may visit the daily subsistence allowance (DSA) office located in the temporary structure in the WCCB building foyer as of Monday, 3 June.

Delegates eligible for funding who are attending the pre-sessional meetings of the regional groups may visit the DSA office in room H-030 in the Altes Abgeordnetenhochhaus building on the United Nations Campus, from Tuesday, 28 May, to Friday, 31 May.

Please bring your passport, electronic flight ticket confirmation and boarding pass(es). Participants who already possess a Swiss Bankers Card should bring it with them.

No digital platform will be made available for SB 60 due to the funding shortfall for the sessions. Therefore, there will be no possibility to register for virtual-only badges and for virtual participation in meetings. However, public webcast will be accessible for some meetings through the UNFCCC web page.

Pre-session and in-session documents are made available on the SBSTA 60 and SBI 60 session web pages on the UNFCCC website.

In view of sustainability considerations and the need to optimize the use of resources, documents will be available online only. There will be no documents counter for distribution of paper copies. However, delegates may print documents themselves at the computer centres, should print copies be required.

Non-smoking policy

Smoking is not allowed inside the conference premises. Designated smoking areas are available outside the conference area.

The Information Desk is located on the ground floor of the main building and provides information on where to find meeting rooms and on available services and amenities.

A meditation room will be available on the lower floor of the conference venue (accessible via an escalator), to the right of the catering area.

Meeting rooms can be booked by Parties and observer organizations free of charge for slots of up to 55 minutes between 8:00 and 17:55 hrs.

Kindly note that requests for meetings to be held on the first day of the conference (3 June) will be accepted electronically from 20 May to 2 June 2024. Completed MRA forms may be sent by email to: meetingrequest@unfccc.int.

The MRA team will track your request and issue notifications/confirmations by 2 June 2024 at the latest.

As of 3 June 2024, MRA forms must be submitted in person at the MRA counter located at the venue.

All requestors will receive confirmation of the availability and location of their meeting room in the evening of the day before their meeting in person at the MRA counter. Once confirmed, it is advisable to frequently check your email inbox for potential changes to your confirmed meeting room booking. All confirmations must be reconfirmed again in person by the requestor at the MRA counter one hour before the start of the meeting. Meetings that have not been reconfirmed will be automatically removed from the system.

  • Meeting room requests may be submitted for a maximum duration of 55 minutes per Party, regional group or observer organization (United Nations, intergovernmental organization or non-governmental organization). Please be reminded that meetings must conclude and the rooms must be vacated on time. The last meeting must be concluded by 17:55 hrs.
  • The confirmation of meeting room reservations depends on the demands of the negotiating process, which takes priority.
  • In the event that the meeting room you have booked is required for informal consultations, contact groups or other urgent negotiation meetings at short notice, you may be provided with an alternative solution. You will be notified by phone, or by email if you have not provided a phone number.
  • Meeting room layouts are fixed and comply with the national safety regulations of the host country. Therefore, change of setup, removal or relocation of any furniture or equipment by meeting organizers is strictly forbidden.
  • All meeting participants are to be seated in accordance with meeting room capacity. Standing participation in meetings is not permitted.
  • Food and beverages are not permitted inside the meeting rooms, except water.
  • Meeting rooms cannot be booked for side events. To organize a side event, please refer to the Side Events and Exhibits Online Registration System (SEORS) for further information.

Media accreditation

Media accreditation for SB 60 is now open. Accreditation will remain open for the duration of the meeting. Please consult this web page and our frequently asked questions (FAQs) on media accreditation. Every effort will be made to issue the accreditation as soon as possible.

Please send interview requests to press@unfccc.int, including all necessary information such as: Timeframe for the interview, when it should take place, amount of time needed, in-person or virtual, live or pre-recorded, in which language, who will conduct the interview, and topics to be covered.

All formalities regarding registration, including issuance of badges to duly nominated participants to attend the sessions, are free of charge.

Who can register

Parties to the Convention, United Nations and related organizations and agencies, media and non-profit organizations with observer status may register to attend the sessions of the Convention. More information on options for participation is available here.

How to register

Registration for the conference is managed through the UNFCCC Online Registration System (ORS).

Notifications on SB 60 registration for Parties and observer States, for United Nations organizations and specialized agencies as well as for admitted intergovernmental organizations and non-governmental organizations, are available here.

Multiple registration for the conference is not permitted (i.e. registration as an observer organization representative and a Party or State representative and/or press/media representative).

Changes to the registration system and process

The UNFCCC secretariat has introduced updates to the registration of conference participants, with the aim to increase the transparency of participation in the UNFCCC process. Detailed information is available here.

Collecting conference badges

To be issued a conference badge, all participants must be duly registered as indicated in the section “How to register” above.

Upon arrival at the venue for the first time, participants are requested to proceed to the registration desk to collect badges for access to the conference premises. The acknowledgement letter from the online registration system – printed or on mobile device – and a valid passport or a nationally approved photo identification card should be presented to the registration staff for the issuance of badges.

For subsequent visits to the venue, with an already obtained badge, participants may access the venue directly through security, without stopping at the registration desk.

Once the badge has been activated, the record cannot be deleted from the database.

Note:
Delegates nominated by observer organizations will be able to pick up their badges on 1 and 2 June. However, only those delegates participating in the pre-sessional meetings taking place in the WCCB premises will be permitted to enter the venue after having picked up their badge.

Early registration before Monday, 3 June, is highly recommended to avoid delays on the first day of the conference.

Daily badges for IGOs and NGOs

For SB 60, integrated daily badges will be available to IGOs and NGOs. Additional information can be found here. The deadline for confirmation of delegates is June 2, 2024, at 23:59 hrs (CET).

Virtual-only registration

Due to financial constraints, it is unfortunately not possible to provide a virtual platform and thus enable registered participants to access UNFCCC meetings remotely. Therefore virtual-only registration is not available for SB 60. However, plenary meetings will be streamed online and are accessible via a link provided on the UNFCCC meetings web page.

Applications for side events are managed through the Side Events and Exhibits Online Registration System (SEORS). SEORS is the only channel used by the UNFCCC secretariat to receive applications for official side events by admitted observer organizations, UN organizations and specialized agencies, and Parties partnering with admitted observer organizations. As communicated to the Designated Contact Points (DCPs) of admitted observer organizations and National Focal Points (NFPs), the dates of the application period were published on the home page of SEORS. The application period concluded on 1 March 2024. At the moment it is only possible to apply for being placed on the waiting list. The secretariat will contact those on the waiting list in case of cancellations by selected side event organizers.

Due to financial constraints, it is unfortunately not possible to provide a virtual platform and thus enable registered participants to access UNFCCC meetings remotely. Streaming/webcasting of side events, unfortunately, will not be possible. Side event organizers may arrange for the virtual participation of speakers on a self-service basis. Paper use and distribution

Participants are encouraged to print and photocopy only what is absolutely necessary prior to and during the sessions.

Participants are asked to refrain from distributing any printed materials, such as publications and information related to side events and exhibits, other meetings or future conferences. Any dissemination of information should be done electronically.

All foreign delegates entering Germany must have a valid passport.

Participants requiring a visa are strongly encouraged to contact the appropriate consular authorities as soon as possible. The issuance of a visa for Schengen States may take up to two weeks from the date of submission of the visa application. To facilitate the issuance of a visa, a copy of the acknowledgment letter from the online registration system must be attached to the visa application.

Participants are advised that obtaining a Schengen visa is contingent on the participant securing comprehensive insurance that covers their entire stay. If travelling more than once, it is recommended to obtain insurance that covers the period of all intended stays.

Participants should also indicate if a Schengen visa has been issued to them in the last 59 months.
