The Road to the UAE: Informal consultations by the COP 27 Presidency and the COP 28 Incoming Presidency

The COP 27 Presidency and the Incoming COP 28 Presidency are committed to ensuring a transparent and inclusive process in the lead-up to COP 28 to be convened in Dubai, United Arab Emirates from 30 November to 12 December 2023.

The Presidency and the Incoming Presidency intend to engage Parties throughout the year at ministerial, Head of Delegation and technical levels to lay the ground work needed to deliver a successful COP 28 that drives global transformation towards a low-emission and climate-resilient world, fosters ambitious climate action and facilitates implementation, including the related support.

The Presidency and Incoming Presidency are committed to working in a coherent, transparent and inclusive manner towards COP 28, in close partnership with the Chairs of the subsidiary bodies and the secretariat. 

The information below will be regularly updated to reflect plans for informal consultations and other relevant engagement.

        

The first informal multilateral consultations focused on the COP 27 outcomes and the way forward.

The consultations took place virtually as a single conversation involving all Parties, split across two parts to enhance inclusivity.

Discussion Questions

  • In your assessment, what are the three most impactful outcomes from COP 27? What additional work is needed this year to ensure implementation of those outcomes?
  • What are, in your view, the three most important deliverables for COP 28? Are there any challenges to their successful delivery at COP 28? If yes, what is needed in 2023 to overcome these challenges? How can the Presidency, the incoming Presidency or the Chairs of the Subsidiary Bodies help?

The consultations took place virtually as a single conversation involving all Parties, split across two parts to enhance inclusivity.

Discussion questions

  • What elements included in the GST outcome across the different thematic areas would be most effective in enabling enhanced climate action and support to deliver on implementation and ambition by 2030, and inform the next round of NDCs?
  • What steps should be taken ahead of and at COP28 either inside or outside the UNFCCC process to facilitate arriving at outcomes that are solutions-oriented, forward-looking and lead to systems transformation?
  • How can processes of relevance to the GST’s thematic areas best contribute towards a successful GST outcome at COP28, including the Mitigation Work Programme, the Global Goal on Adaptation, Loss and Damage funding arrangements, the NCQG and the Sharm el-Sheikh Dialogue on the Scope of Article 2, paragraph 1(c), of the Paris Agreement, the Just Transition Work Programme, among others?

The consultations took place virtually as a single conversation involving all Parties, split across two parts to enhance inclusivity.

Discussion questions

  • What are your expectations regarding the outcome at COP 28 of the work programme as it relates to pathways to achieving the goals of the Paris Agreement? How can the work programme enable just transition in a manner that leaves no one behind?
  • What are your expectations for the elements, scope and modalities of the work programme?
  • How do you envisage the role of the work programme in enhancing the implementation of relevant COP and CMA decisions and complementing other relevant workstreams under the Convention and the Paris Agreement?

The fourth multilateral consultations will focus on the mitigation priorities for 2023 and the expectations for the work programme to urgently scale up mitigation ambition and implementation.

The consultations will take place virtually as a single conversation involving all Parties, split across two parts to enhance inclusivity, on Tuesday, 9 May:

  • 9:30 - 11:00 (CEST)
  • 18:00 - 19:30 (CEST)

  • What are the key elements of a Mitigation outcome at COP28 to drive ambition in this critical decade of action?
  • How can the Sharm el-Sheikh mitigation ambition and implementation work programme be implemented in a solution-oriented manner and how can it facilitate the achievement of results on the ground?
