Call for input - activity 6 of the workplan

Call for Input on guidelines and policy frameworks to promote just transition of  the workforce and the creation of decent work and quality jobs 

Submission deadline: 18 October 2023

At its eighth meeting, the KCI agreed to a strategy to implement the activity 6, according to which the KCI agreed to open a call for inputs and based on received inputs may decide on any next steps, as relevant, such as to prepare a compilation of guidelines and frameworks that promote just transition and promote their availability and use. 

Parties and observes are requested to submit their inputs by 18 October 2023 strictly following the outline below. Send your submission to KCI@unfccc.int,copying klata@unfccc.int 

Submissions must adhere to the following outline: 

  1. Nature of the document (select one) – Policy Framework/ Guideline/Tool  
  2. Scope of application (select one) – National application/ International application 
  3. Usage (select one) – Mandatory / Voluntary 
  4. Target users (select one) – Public policy / Private sector 
  5. Specificity (select one) – Sector specific / multiple sectors/ broad. If sector specific specify the applicable sectors 
  6. Elements covered - Impact assessments; Stakeholder consultation/engagement; Economic diversification; Job creation; Training, re-training, retooling, and reskilling; Social protection; Other (please explain). 
  7. Short summary (max 300 words) 
  8. Attach your document  

General Guidance 

The KCI is inviting submission of guidelines, and policy framework that, among others: 

  1. Assist the transition of the workforce to the low-carbon sectors. These can include, among others: 
    • Promoting the creation of decent work and quality jobs in low-carbon sector.  
    • Promoting training, retooling, retraining, and reskilling of the workforce and future entry-level workforce for the low-carbon sectors. 
    • Promoting stakeholder engagement for exploring, among others: measures to address adverse impacts of the transition; alternative or new economic activities for impacted regions or communities as part of the transition.  
  2. Provide support to the sector in transition. 

Definitions:  

  • Guideline - A guideline is a statement by which to determine a course of action. A guideline aims to streamline particular processes according to a set routine or sound practice.  
  • Policy Framework - A policy framework is document that sets out a set of procedures or goals, which might be used in negotiation or decision-making to guide a more detailed set of policies. 
  • Tool - A tool is anything that helps you to do a particular activity. This is at operational level, e.g., spreadsheet programs, software tools. 

Please Note - The KCI may disregard submissions that are not sufficiently related to the activity.
