Objective

The second biennial in-session workshop presents an opportunity to:

  1. Share views, experiences and lessons learned on information contained in the second biennial communications;
  2. Present and discuss the overall state of predictability and clarity of information on financial support to developing countries for the implementation of the Paris Agreement based on the lessons learned from the second biennial communications.

The deliberations of the second in-session workshop will be reflected in a summary report to be prepared by the secretariat.

  3. What processes in the UNFCCC can be informed by biennial communications in accordance with Article 9, paragraph 5, of the Paris Agreement and how?

Background

Article 9, paragraph 5 of the Paris Agreement stipulates that developed country Parties shall biennially communicate indicative quantitative and qualitative information related to Article 9, paragraphs 1 and 3, of the Paris Agreement, as applicable, including, as available, projected levels of public financial resources to be provided to developing country Parties. Other Parties providing resources are encouraged to communicate biennially such information on a voluntary basis.

Decision 12/CMA.1 recognized the importance of predictability and clarity of information on financial support for the implementation of the Paris Agreement. The decision sets out arrangements for the provision of information to be provided by Parties in accordance with Article 9, paragraph 5, of the Paris Agreement, including:

  1. Biennial communications of information to be provided in accordance with Article 9, paragraph 5, of the Paris Agreement as specified in the annex, starting in 2020;
  2. A dedicated online portal for posting and recording the biennial communications;
  3. Compilation and syntheses of the biennial communications to be prepared by the secretariat;
  4. Biennial in-session workshops and summary reports on each workshop;
  5. Biennial high-level ministerial dialogues, the outcomes of which will be summarized by the CMA President.

By the same decision, the CMA decided to consider updating the types of information contained in the annex at its sixth session (2023) on the basis of Parties’ experience and lessons learned in the preparation of their biennial communications.

Decision 14/CMA.3 considered and welcomed the compilation and synthesis prepared by the secretariat of the information contained in the first biennial communications submitted by Parties in accordance with Article 9, paragraph 5, the summary report on the first biennial in-session workshop and the deliberations at the first high-level ministerial dialogue on climate finance. Furthermore, it requested developed country Parties to submit their second biennial communications before 31 December 2022 and encouraged other Parties providing resources to communicate such information on a voluntary basis. In preparing their second biennial communications, CMA 3 invited developed country Parties to take into account the areas for improvement identified in the in-session workshop summary report, particularly:

  1. The indicative projections of climate finance for developing countries and specific plans for scaling up the provision and mobilization of climate finance;
  2. The information provided on projected levels of climate finance and lack of detail on themes, various channels and instruments across the biennial communications;
  3. The information on the shares of projected climate finance for adaptation and mitigation, and on plans for addressing the balance between the two.

In addition, CMA 3 requested the secretariat to organize the next biennial in-session workshop in 2023 and to prepare a summary report on the deliberations for consideration at CMA 5, noting that the elements of discussion will be based on the information contained in the compilation and synthesis reports of the first and second biennial communications and the summary report of the in-session workshop held in June 2021.
