Facilitative, Multilateral Consideration of Progress
Overview

Under the Enhanced Transparency Framework (ETF), a facilitative, multilateral consideration of progress (FMCP) will be undertaken with respect to the Party’s efforts under Article 9 of the Paris Agreement and the Party’s respective implementation and achievement of its NDC. FMCP allows an open dialogue on climate actions, successes, and challenges.

Experiences

The FMCP will build upon the experiences gained under the Convention through the Multilateral Assessment (MA) and Facilitative Sharing of Views (FSV), which were a key part of the International Assessment and Review (IAR) and International Consultation and Analysis (ICA) processes for Annex I and non-Annex I Parties, respectively.

Scope of the FMCP

A facilitative, multilateral consideration of progress is undertaken with respect to the Party’s efforts under Article 9 of the Paris Agreement and the Party’s respective implementation and achievement of its NDC.

Process and timeline

The FMCP will take place as soon as possible following the publication of a Party’s technical expert review report and will include two phases: a written question and answer phase, with questions to be submitted through an online platform; followed by a working group session phase, taking place during sessions of the Subsidiary Body for Implementation (SBI).

Benefits of FMCP
  • It serves as a multilateral exchange, offering Parties an opportunity to engage, share experiences and learn from each other's best practices in delivering climate action and support, driving forward the collective effort to meet the goals of the Paris Agreement.
  • FMCP provides Parties with a channel to voice their successes and flag their gaps and capacity building needs in preparing their GHG inventory, implementing mitigation actions and adaptation measures and providing and receiving climate support. This exchange of information and ideas fosters a sense of solidarity and mutual understanding among nations.
  • It offers an opportunity for different stakeholders to understand Parties’ efforts made, challenges faced, and progress achieved, which is essential for building trust in the multilateral process.
