Mandate and Objectives 

At CMA 5, Parties decided to transition to a mode of work that enables the development of a substantive framework for a draft negotiating text for consideration by CMA 6. CMA requested the co-chairs of the ad hoc work programme on the new collective quantified goal on climate finance (NCQG) to conduct at least three meetings under the ad hoc work programme in 2024, back-to-back with the technical expert dialogues to enable Parties to engage in developing the substantive framework for a draft negotiating text capturing progress made. The outcomes of the technical expert dialogues will inform, and subsequently be informed, by the meetings under the ad hoc work programme. Additionally, the CMA also requested the co-chairs to include in their annual report, to be issued no later than four weeks prior to CMA 6, a substantive framework for a draft negotiating text capturing progress made for consideration by CMA 6.

The 2024 workplan prepared by the co-chairs presents the overall approach to the organization of the work, including milestones, timelines and expected outputs. Building on the options identified in 2023 in the co-chairs’ annual report and its addendum, the aim of the first meeting will be to identify outstanding elements and options focusing on the development of a draft structure and outline of the substantive framework for a draft negotiating text.

Format and participation

The second meeting under the ad hoc work programme will take place in conjunction with the sixtieth sessions of the Subsidiary Bodies in Bonn, Germany over at least four sessions. It aims to provide space for Parties that are registered to attend the sixtieth sessions of the Subsidiary Bodies in person to engage in open-ended, inclusive and Party-driven deliberations, open to observers and guided by the draft rules of procedure of the Conference of the Parties and its subsidiary bodies. The second meeting under the ad hoc work programme will have a webcast.
