Background

In November 2021, by Decision 1/CMA3, para. 27, Parties established a work programme to urgently scale up mitigation ambition and implementation in this critical decade in a manner that complements the global stocktake.

In November 2022, by Decision 4/CMA.4, Parties agreed Mitigation work programme to:

  • start immediately after the COP27/CMA4 and continue until its eighth session (2026), with a view to adopting a decision on the continuation of the work programme at that session
  • be carried out under the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA)
  • be implemented under the guidance of the two co-chairs appointed every two years by the Chairs of the SBSTA and SBI
  • hold at least two global dialogues every year and investment-focused events

Second global dialogue and investment-focused event

The second global dialogue and investment-focused event (Decision 4/CMA.4, para 8 and 11) under the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme (MWP) took place from 15 to 17 October, 2023 in Abu Dhabi, United Arab Emirates.

Pursuant to the same decision, the co-chairs of the work programme have selected the topics to be discussed at each dialogue in 2023, which will focus on accelerating just energy transition, including by:

  • Implementing policies and measures with a global overview and country-specific experience;
  • Addressing financial, technological and capacity-building needs in this area, such as through international cooperation, including with non-Party stakeholders, and provision of support to developing countries;
  • Promoting sustainable development and understanding socioeconomic effects.

In particular, the second global dialogue addressed the theme of accelerating just energy transition in transport systems. Following the structure of the first global dialogue, participants discussed opportunities and actionable solutions, as well as barriers and challenges, in the transport sector.

Below is the list of subtopics for discussion:

   (a) Deploying and shifting to collective and non-motorized modes of transport (rail, urban public transit, cycling, etc.);

   (b) Energy and resource efficiency in the transport sector (design improvements, circular economy and material changes, vehicle vintage, carpooling, etc.);

   (c) Electrification of vehicles (infrastructure, batteries and minerals);

   (d) Shifting to low- or zero-carbon fuels (hydrogen, biofuels, biogas, compressed natural gas).
