The third global dialogue and investment-focused event (Decision 4/CMA.4, para 8 and 11) under the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme (MWP) takes place from 27th to 29th May 2024 in Bonn. Click HERE to see the event page and click HERE to see the latest agenda. 
The work programme in 2024 will focus on “Cities: buildings and urban systems", including by: 
  • Reducing operational emissions (heating, cooling and appliances); 
  • Designing building envelope for efficiency (retrofitting, new construction); 
  • Reducing embodied emissions (building materials). 
The co-chairs would like to encourage Parties, observers and other non-Party stakeholders to submit their views on opportunities, best practices, actionable solutions, challenges and barriers relevant to the topics of the dialogues via the submission portal as early as possible, ideally by 31 March 2024 for the first global dialogue and by 31 July 2024 for the second global dialogue، respectively, and no later than four weeks before each dialogue, in order for us to share the agenda well in advance. (Decision 4/CMA.5, paragraph 9).

Topics

The co-chairs of the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme are pleased to communicate, that considering the submissions on suggested topics in line with the scope of the work programme from Parties, observers and other non-Party stakeholders, the dialogues taking place under the work programme in 2024 will focus on Cities: buildings and urban systems, including by: 

  • Reducing operational emissions (heating, cooling and appliances); 
  • Designing building envelope for efficiency (retrofitting, new construction); 
  • Reducing embodied emissions (building materials).

Topics

The co-chairs of the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme  are pleased to communicate, that considering the submissions on suggested topics in line with the scope of the work programme from Parties, observers and other non-Party stakeholders, the dialogues taking place under the work programme in 2023 will focus on accelerating just energy transition, including by:

  • Implementing policies and measures with global overview and country-specific experience;
  • Addressing financial, technological and capacity-building needs in this area, such as through international cooperation, including with non-Party stakeholders, and provision of support to developing countries;
  • Promoting sustainable development and understanding socioeconomic effects.

The first global dialogue and the first investment focused event will be organized in conjunction with SB 58. 

The co-chairs would like to encourage Parties, observers and other non-Party stakeholders to submit their views on opportunities, best practices, actionable solutions, challenges and barriers relevant to the topics of the dialogues via the submission portal no later than four weeks before each dialogue (decision 4/CMA.4, paragraph 14).

In accordance with Decision 4/CMA.4, para. 7, the Chairs of the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation are requested to appoint, well in advance of the fifty-eighth sessions of the subsidiary bodies (June 2023) and every two years thereafter, in consultation with respective constituencies, two co-chairs for the work programme, one from a developed country Party and one from a developing country Party.

The Chairs of the subsidiary bodies, have appointed Amr Osama Abdel-Aziz (Egypt) and Lola Vallejo (France) as the co-chairs for the Sharm el-Sheikh mitigation ambition and implementation work programme for 2023–2024. Please see the introduction of the two co-chairs here.

Background

In November 2021, by Decision 1/CMA3, para. 27, Parties established a work programme to urgently scale up mitigation ambition and implementation in this critical decade in a manner that complements the global stocktake. 

In November 2022, by Decision 4/CMA.4, Parties agreed Mitigation work programme to: 

  • start immediately after the COP27/CMA4 and continue until its eighth session (2026), with a view to adopting a decision on the continuation of the work programme at that session
  • be carried out under the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) 
  • be implemented under the guidance of the two co-chairs appointed every two years by the Chairs of the SBSTA and SBI 
  • hold at least two global dialogues every year and investment-focused events 

The co-chairs decide the topics of each dialogue by 1 March based on submissions received by 1 February. Parties, observers and other non-Party stakeholders are invited to submit their views on opportunities, best practices, actionable solutions, challenges and barriers relevant to the topics of the dialogues via the submission portal four weeks before each dialogue.
