The COP28 Presidency will convene the second biennial High-Level Ministerial Dialogue on climate finance under the CMA, which will be informed by the summary report of the first high level ministerial dialogue, the summary report on the biennial in-session workshop and the compilation and synthesis of biennial communications referred to in Article 9, paragraph 5, of the Paris Agreement.

The high-level ministerial dialogue serves as a platform to reiterate and reinforce key political messages aiming to drive impactful outcome on climate finance issues.

The second high-level ministerial dialogue under the CMA will focus on improving the utility of biennial communications and enhancing the provision and mobilization of climate finance. It is designed to strengthen the political momentum driving negotiations on issues such as:

  • Predictability and delivery of climate finance;
  • Mobilization of climate finance from a wide variety of sources, instruments and channels;
  • Efforts to achieve a balance between adaptation and mitigation finance and align available finance with country-driven strategies, and taking into account the needs and priorities of developing country Parties.

It will include a keynote address, and ice-breaker interventions followed by an open plenary for Parties to provide interventions.

The dialogue will also be shown live via webcast. Interpretation in the official languages of the United Nations will be provided.

Ministers and high-level representatives will be invited to engage in an interactive discussion. The aim of the Presidency is to facilitate interactive discussions whereby all participants can take the floor more than once to react to other interventions

Guiding questions:

  • How can biennial communications be improved to deliver useful information on support for the implementation of national climate action plans?
  • How can developed countries provide greater predictability and enhance the delivery of climate finance through multilateral channels, bilateral channels and mobilised private finance?
  • What short-term actionable solutions can address the inadequate provision and mobilization of climate finance?
