1.   Background and objective

Under the SBI agenda item on reporting from Parties not included in Annex I to the Convention, the following matters are addressed:

a)    Information contained in national communications from Parties not included in Annex I to the Convention;

b)    Progress report and the terms of reference of the Consultative Group of Experts (CGE);

c)     Provision of financial and technical support;

d)     Summary reports on the technical analysis of biennial update reports of Parties not included in Annex I to the Convention.

The informal consultations during the UNFCCC Climate Change Dialogues will be used as a space for Parties to brainstorm on support to developing country Parties for the implementation of the existing measurement, reporting and verification (MRV) arrangements under the Convention and the enhanced transparency framework under the Paris Agreement.  The aim of the informal consultations is to complement the on-going formal discussions under the SBI on this agenda item and better understand and identify what are some of the key considerations that can enhance quantity and quality of support being or planned to be rendered to developing country Parties.

Guiding question 1

  • It is widely recognized that developing country Parties needs support for reporting under the current MRV system and that support shall be provided to developing countries for the implementation of the Enhanced Transparency Framework. How can the international community further facilitate the mobilisation of and access to support for the implementation of the current MRV arrangements and the Enhanced Transparency Framework? Also what steps can developing country Parties take to incentivize international support?

Guiding question 2:

  • The Consultative Group of Experts  has been working diligently throughout the year.  The informal forum of the CGE showcased the work undertaken and achievements in 2020. What are the expectations of Parties from the CGE for next year in terms of continued provision of technical support and assistance to developing country Parties?
