Context
 

The enhanced transparency framework (ETF) under the Paris Agreement provides flexibility to developing country Parties, that need it in light of their capacities, while facilitating improved reporting and transparency over time. With the submission of the first biennial transparency reports (BTR1s), and participation in the technical expert review (TER) and facilitative, multilateral consideration of progress (FMCP), Parties are gaining valuable experience in applying flexibility and identifying areas of improvement for strengthening national transparency systems in implementing the ETF.

The Consultative Group of Experts (CGE) has been actively providing technical assistance and advice to developing countries in implementing the ETF. As countries move forward, there is a growing need to reflect on lessons learned from the first ETF cycle, particularly on how flexibility provisions have been applied in practice by developing country Parties and how improvements over time can be operationalized to address the associated capacity constraints.

This side event will provide a platform for national transparency experts and the CGE to share practical experience on applying flexibility provisions when preparing BTRs, as well as developing and implementing improvement plans. It will also gather feedback on how CGE support can best support developing countries.
 

Target audience and event setting

The side event will be convened in-person and open to all SB 64 participants, especially the national experts and policy makers involved in implementing the ETF.
