The Presidency will convene the first biennial High Level Ministerial Dialogue on climate finance under the CMA, which will be informed by both the summary report on the biennial in-session workshop and the biennial communications referred to in Article 9, paragraph 5, of the Paris Agreement. It will include three panels on enhancing the predictability of climate finance, improving the scale and effectiveness of adaptation finance and the future trends in climate finance mobilisation, followed by an open plenary for Parties to provide interventions.

The majority of Presidency events taking place across the two weeks will be live streamed either via the UNFCCC webcast (on the UNFCCC website) or through social media channels. Interpretation in the official languages of the United Nations will be provided.

Guiding questions:

  • The dialogue will be held in an enhanced plenary setting.
  • Once the dialogue has commenced, Parties will be invited to make an intervention.
  • Parties should note that it may not be possible to accommodate all requests in the time available, unless participants are focused to limit their interventions to 3 minutes.
  • Priority will be given to those speaking on behalf of groups of Parties.
  • Interpretation in the official languages of the United Nations will be provided.
  • In addition, Parties are invited to submit written statements which will be uploaded to the UNFCCC website. Statements should be sent to the below email addresses.
  • Observer organizations are also invited to submit written statements which will be uploaded to the UNFCCC website (due to time constraints, priority will be given to Parties during the Plenary discussion).
