Co-chairs of the Mitigation Work Programme (2023-2024)

In accordance with Decision -/CMA.4, para. 7two co-chairs for the Mitigation Work Programme are appointed by the Chairs of the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation, one from a developed country Party and one from a developing country Party, to serve every two years. 

The Chairs of the subsidiary bodies, have appointed Amr Osama Abdel-Aziz (Egypt) and Lola Vallejo (France) as the co-chairs for the Sharm el-Sheikh mitigation ambition and implementation work programme for 2023–2024.

Dr. Abdel-Aziz obtained his Ph.D. in Environmental Engineering from North Carolina State University, USA in 2003. Dr. Abdel-Aziz is the Chairman of Integral Consult since 2004 and has more than 29 years of experience, including climate mitigation projects in the energy, industry and waste sectors. He led the implementation of hundreds of projects in these fields including evaluation of policies to reduce GHG emissions, technology and finance needs.  He has worked on mitigation projects with international institutions, such as WB, AfDB, UNDP, UNIDO, UNFCCC, and GIZ. Dr. Abdel-Aziz advised the team of experts on the development of Egypt’s Nationally Determined Contributions and its update and led the development of its National Climate Change Strategy.  
Dr. Abdel-Aziz has been extensively involved in the negotiations process and is currently a senior advisor to COP27 presidency team leading on mitigation and transparency issues. He is also the advisor to the Egyptian Minister of Environment on climate change issues since 2014. He was also the Like-Minded Group of Developing Countries transparency coordinator during the negotiations of the Modalities, Procedures and Guidelines of the Enhanced Transparency Framework of the Paris Agreement. 

Dr. Abdel-Aziz is a Member of the Methodologies Panel of the CDM Executive Board since 2005 where he participated in the review and development of more than 100 CDM methodologies for mitigation projects. Moreover, he was a lead author for the IPCC WGIII AR5 report (Industry chapter, waste section), IPCC WGIII AR6 report (Emissions drivers and trends), and the 2019 refinement for the IPCC 2006 Guidelines. He is an expert in emissions projections with UNFCCC and a lead reviewer for reviewing Annex I Parties national communications, biennial reports and GHG inventories and has also led technical analysis teams for non-Annex I Parties BUR. 

 

Lola Vallejo

Lola Vallejo

Lola Vallejo is the climate programme director of IDDRI (Institute for Sustainable Development and International Relations), a Paris-based think-tank.

Prior to joining IDDRI, Lola supported international climate negotiations as manager of the OECD-IEA Climate Change Expert Group and led the OECD work on climate-resilient infrastructure. She also assessed the United Kingdom's adaptation policy as part of the national advisor and watchdog, the Committee on Climate Change. She also coordinated research on decarbonisation pathways at Imperial College London and worked as an environmental consultant in Paris.

She holds a finance Master's degree from Science Po and an Msc in Environmental Technology from Imperial College.
