United Nations Secretary-General António Guterres announced on 30 May 2024 the appointment of Ms. Noura Hamladji of Algeria as Deputy Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC), after consultation with the Conference of Parties through its Bureau.  

Ms. Noura Hamladji brings 25 years of experience in sustainable development and academia, with a distinguished 21-year tenure at the United Nations Development Programme (UNDP). During her time at UNDP, she received special recognition for her outstanding contributions to sustainable development, earning consecutive awards from 2020 to 2022.

Ms. Hamladji’s expertise lies in navigating complex governance systems, fostering collaboration among local communities, authorities, national governments, and the private sector. She has worked extensively on sustainable development, peace and security, climate change, environmental protection, natural resource management, and poverty reduction across diverse regions, including Asia, Africa, the Middle East and North Africa, Europe, and Central Asia.

Before joining the UN Climate Change Secretariat, she served as Deputy Assistant Administrator of the UNDP Africa Bureau, where she oversaw a cumulative delivery of $5.8 billion in program activities, coordinating nearly 5,000 staff across 46 African countries.

Previously, Ms. Hamladji held various leadership roles, including UNDP Country Director in Libya, Deputy Resident Representative in Azerbaijan and Timor-Leste, and Assistant Resident Representative in Djibouti and Timor-Leste.

Ms. Hamladji holds a Doctor of Political Science from the European University Institute in Florence, Italy, and a Master’s and Bachelor’s degree in Political Science and history of the Middle East from Sorbonne University in Paris, France.  She speaks Arabic, English, French, and Portuguese.
