Abstract
This technical brief presents the compilation of gaps and needs of the least developed countries related to the process to formulate and implement national adaptation plans and the needs related to adaptation arising from the Paris Agreement, as presented in past reports of the LDC Expert Group and the Adaptation Committee.
It outlines the challenges and requirements of least developed countries (LDCs) in creating and executing NAPs. Mandated by COP 24 and COP 25, the report identifies financial, technical, and institutional gaps. Key areas include access to financial support, institutional arrangements, climate data translation, risk assessment, implementation strategies, technology use, monitoring, and integrating adaptation with development agendas. The document also emphasizes capacity-building and stakeholder engagement at multiple governance levels.
