How experience of the current MRV system helps to implement the enhanced Transparency Framework under the Paris Agreement
The Enhanced Transparency Framework (ETF) under the Paris Agreement builds on the existing Measurement, Reporting Verification (MRV) system under the Convention. By preparing and providing information on GHG emissions and climate change policies through different communication vehicles under the Convention, the Kyoto Protocol and the Paris Agreement, Parties build national institutional arrangements for climate change and strengthen relevant policy frameworks.
Experience of reporting and review of GHG inventories and policies and measures and projections, provision of support, vulnerability and adaptation dates back to 1995. Since 2014, a new level of multilateral consideration was introduced to the MRV system that provided a platform under the SBI for Parties to share national experiences at the intergovernmental fora. Experiences with the existing MRV system have informed and helped identify the new opportunities and ways to address challenges while implementing the new ETF.
During this event at SB50, the secretariat will inform the participants on the ongoing MRV processes and highlight opportunities and challenges in relation to the ETF. The objective of this event is to inform negotiators of the relevant experience that can inform negotiations under SBSTA agenda item 10 (Methodological issues under the Paris Agreement).
