Non-Party Stakeholders in the UNFCCC Intergovernmental Process
In-session workshop on opportunities to further enhance the effective engagement of non-Party stakeholders with a view to strengthening the implementation of the provisions of decision 1/CP.21.
The Subsidiary Body for Implementation (SBI), as its forty-fourth session, noted the evolution of stakeholder engagement in the UNFCCC process and recalled the increased recognition of, and references to, various non-Party stakeholders in the Paris Agreement and decision 1/CP.21.
The SBI also reaffirmed the value of contributions from observer organizations to deliberations on substantive issues and acknowledged the need to further enhance the effective engagement of observer organizations as the UNFCCC process moves forward into the implementation and operationalization of the Paris Agreement.
In this context, the SBI agreed to convene an in-session workshop at SBI 46 on opportunities to further enhance the effective engagement of non-Party stakeholders with a view to strengthening the implementation of the provisions of decision 1/CP.21, (FCCC/SBI/2016/8, paragraph 163).
The SBI also invited Parties, observer organizations and interested United Nations agencies to submit their views on opportunities to further enhance the effective engagement of non-Party stakeholders with a view to strengthening the implementation of the provisions of decision 1/CP.21, by 28 February 2017 at the latest.
The programme of the in-session workshop will reflect the content of the submissions. Submissions by Parties can be uploaded to the online submission portal and submissions by non-Party stakeholders (regardless of the admission status) can be sent to secretariat@unfccc.int. Submissions from Parties can be found on the online submission portal and submissions by non-Party stakeholders can be found on the dedicated webpage for SBI submissions.

Enhancing ambition of NDCs and NAPs through climate action
Breakout Group 2:
Expanding the scope of non-Party stakeholder contributions at the intergovernmental level

Diversifying modes of engagement and facilitating the participation in the intergovernmental level

Reporting and Closing
The three breakout sessions will report on their discussions and participants will have the opportunity to exchange views followed by the wrap up by the Chair.
