Action and Support

Strategic workstream (e) of the current five-year workplan of the Warsaw International Mechanism (WIM) Executive Committee (ExCom) is to enhance cooperation and facilitation in relation to action and support, including finance, technology and capacity-building to address loss and damage associated with the adverse effects of climate change.

The WIM ExCom has been collaborating with the Standing Committee on Finance, the Technology Executive Committee and the Paris Committee on Capacity-building in the implementation of activities related to workstream (e).

The Action and Support Expert Group (ASEG) helps execute the work of the ExCom in guiding the implementation of the Warsaw International Mechanism in an advisory role.

The following technical products are relevant to the action and support workstream,

  • Technical paper on elaboration of the sources of and modalities for accessing financial support for addressing loss and damage
  • Information paper on best practices, challenges and lessons learned from existing financial instruments at all levels that address the risk of loss and damage associated with the adverse effects of climate change
  • Technical paper and synopsis on gaps in existing institutional arrangements within and outside of the Convention to address loss and damage, including those related to slow onset events
  • Policy brief on technologies for averting, minimizing and addressing loss and damage in coastal zones

Dialogues held relevant to the action and support workstream include,

  • Fourth Forum of the Standing Committee on Finance. The ExCom invited the Standing Committee on Finance to focus their fourth forum on “Financial instruments that address the risks of loss and damage associated with the adverse effects of climate change”. The summary report is available.
  • Suva Expert Dialogue explored a wide range of information, inputs and views on ways for facilitating the mobilization and securing of expertise, and enhancement of support, including finance, technology and capacity-building, for averting, minimizing and addressing loss and damage associated with the adverse effects of climate change, including extreme weather events and slow onset events.   • First Glasgow Dialogue focused on implementation of approaches for averting, minimizing, and addressing loss and damage associated with climate change impacts, and how these are or can be funded under and outside the UNFCCC process.
  • Second Glasgow Dialogue focused on the operationalization of the new funding arrangements and fund, as well as on maximizing support from existing funding arrangements relevant for, inter alia, responding to economic and non-economic losses, slow onset events and extreme weather events. Action-and-Support-Expert-Group

The work of the Action and Support Expert Group (ASEG) supports strategic workstream (e) of the five year workplan of the Warsaw International Mechanism (WIM) Executive Committee (ExCom), which focuses on action and support including finance, technology and capacity-building to address loss and damage associated with the adverse effects of climate change.

The terms of reference of ASEG were adopted at ExCom 12 in 2020, with the first meeting of the expert group taking place in 2021. ASEG currently comprises 19 members, including 4 ExCom members serving as facilitators of the expert group.

Recognizing the urgency of enhancing mobilization of action and support to address loss and damage associated with the adverse effects of climate change, ASEG developed a focused Plan of Action, avoiding duplication of existing efforts. The Plan of Action was endorsed by the ExCom in 2021. 

The ExCom works with the Paris Committee on Capacity-building, making regular contributions to relevant work. This includes participating in meetings and responding to calls for submissions, with a view to facilitating coherence across the work of the two bodies.

Recent ExCom submissions to the Paris Committee on Capacity-building include,

  • capacity-building support for adaptation, with a focus on addressing gaps and needs related to formulating and implementing national adaptation plans
  • input to the booklet on adaptation and resilience-building

ExCom develops written inputs to the Standing Committee on Finance for the draft guidance to the operating entities of the Financial Mechanism under the Convention and the Paris Agreement on financial matters related to loss and damage. This is in line with decision 2/CP.19 paragraph 5(c)(ii) and the ASEG Plan of Action. 

Since 2022, the ExCom has adopted the recommendations of ASEG on the input of the ExCom to the draft guidance to the operating entities of the Financial Mechanism for submission to and consideration of the Standing Committee on Finance.
