Access Accreditation Regulations 

What is accreditation?

Accreditation is a pivotal process within the framework of the Article 6.4 mechanism (known as the Paris Agreement Crediting Mechanism) under the UNFCCC. It is a formal recognition by the mechanism's Supervisory Body to an organization, confirming they have the institutional capacity, competence, and impartiality needed to perform validation or verification/certification functions in accordance with the Article 6.4 rules and regulations.

Once accredited, the organization, known as a Designated Operational Entity (DOE), plays two important roles:

  • It validates and seeks registration for new activities or renews existing ones under the Article 6.4 mechanism; and
  • It verifies and certifies emissions reductions of registered activities.

This accreditation process ensures that the emissions reduction efforts carried out within the framework of the Paris Agreement Crediting Mechanism are credible and reliable.

This process helps guarantee that these activities are benefiting both people and planet, contributing to global efforts to combat climate change.

To become a DOE an organization must:
1. Ensure that it complies with, and follows the accreditation requirements
2. Submit the required forms and supporting documentation
  • Application entities must complete these three required forms available in the Forms section:
    • Application for accreditation (A6.4-FORM-ACCR-001); 
    • Declaration of other offices performing validation and verification/certification functions (A6.4-FORM-ACCR-002);
    • Self completeness check (A6.4-FORM-ACCR-003).
  • Send the forms to: A6.4mechanism-accr@unfccc.int.
  • Once the forms are received by the secretariat, the applicant entity will receive an electronic link where the remainder of the application documentation can be uploaded.
  • Refer to the Accreditation Procedure and to the Forms section for further details on the required supporting documentation.
3. Request banking information
  • Banking information required for the payment of the application fee may be requested from the secretariat (A6.4mechanism-accr@unfccc.int) by providing an email address and a contact person to whom the information should be sent (electronically).
4. Pay application fee
  • The application fee for accreditation is USD 15,000.
  • Applicant entities have the possibility of paying 50% of the application fee when applying for accreditation. The remaining 50% of the fee shall be paid within one year of obtaining accreditation. 
  • Please note that there are further costs within the accreditation process, in order to cover accreditation assessments. Further details can be found in Appendix 9 of the Accreditation Procedure.
Assessment process

The secretariat shall start processing the application after receiving both the application documents and the application fee.

Parties, stakeholders and UNFCCC accredited observer organizations are encouraged to provide input on applicant entities. Please follow the process outlined in the Article 6.4 accreditation procedure (A6.4-PROC-ACCR-001):

  • Submit Your Input: Download and complete the global stakeholder consultation form (A6.4-FORM-ACCR-025) available here. Send the completed form to A6.4mechanism-accr@unfccc.int.

  • Language Requirement: According to rule 76 of the Supervisory Body's rules of procedure for the Article 6.4 mechanism, all inputs must be submitted in English.

  • Accessing Submitted Inputs: After the global stakeholder consultation closes, you can view the inputs received by clicking on the name of the applicant entity. Click here to see the list of AEs.

The Supervisory Body agreed, at its 8th meeting, that Clean Development Mechanism Designated Operational Entities (CDM DOEs) are permitted to verify and certify requests for issuance from transitioned activities, in accordance with the provisions outlined in paragraphs 20, 29 and 30 of the Standard for the transition of CDM activities to the Article 6.4 mechanism (version 01.0) until 30 September 2025 (SB 008 meeting report, paragraph 22).

Furthermore, at its 10th meeting, the Supervisory Body noted that all thirty current CDM DOEs have expressed willingness to conduct verification and certification of requests for issuance of transitioned activities to the Paris Agreement Crediting Mechanism and agreed to publish their names in the mechanism's website (SB 010 meeting report, paragraph 32).

AE-DOE

An applicant entity (AE) is an organization, which has applied to become a designated operational entity (DOE) under the Article 6.4 mechanism process. 

Parties, stakeholders, and UNFCCC-accredited observer organizations who wish to provide input on applicant entities during the open global stakeholder consultation period should follow the process and complete the form available here (A6.4-FORM-ACCR-025).

In accordance with paragraph 24(b) of the A6.4 rules, modalities, and procedures, and the A6.4 Accreditation Standard (A6.4-STAN-ACCR-001), the Supervisory Body accredits the DOEs under this mechanism.

The table below provides the current status of the global stakeholder consultations (GSC) for AEs seeking accreditation as DOEs. It also includes a list of accredited entities authorized to perform validation and verification functions within specified sectoral scopes. These entities are eligible to submit requests for activity registration and issuance within those scopes.
