Introduction:

  1. Training is a vital part of ensuring the effectiveness of review processes under the Paris Agreement and existing arrangements under the Convention.
  2. The Secretariat currently implements 3 training programmes for experts Participating in Technical Reviews Information submitted by Annex I Parties:
  • for review of GHG inventories (decision 14/CP.20);
  • for review of supplementary information under the Kyoto Protocol (decision 5/CMP.11); and,
  • for review of Biennial Reports and National Communications (decision 19/CP.23).

In addition, the Secretariat supports the implementation of the Consultative Group of Experts training for experts participating in teams of technical experts for the analysis of Biennial Update Reports (decision 20/CP.19) submitted by non-Annex I Parties.

Decision 18/CMA.1, para. 12 requests the Subsidiary Body for Scientific and Technological Advice to develop, pursuant to the modalities, procedures and guidelines, for consideration and adoption by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement at its third session (November 2020), including a training programme for technical experts participating in the technical expert review.

In response to a request from the SBSTA Chair, the Secretariat is organizing a Special Event to present the existing training programs.  The purpose of the event is to provide Parties with information on the training programme’s approaches, formats, scope, procedures, and results, to best position them to negotiate the new training programme for technical experts participating in the technical expert review under the Paris Agreement.    

Scope of the Event

The event will include a presentation by the Secretariat, providing an overview of the ongoing training programmes, including each programme’s target audience, course type, summary of modules, examination requirements and formats, and current implementation period.  The presentation will also feature, statistics on course enrollment and examination pass rates.  In addition, a summary of each course’s strengths, challenges, and potential areas for improvements will be provided.  Prior to closing the event, participants will be given the opportunity to ask questions about the existing training programmes.
