Context
As Parties transition from the existing measurement, reporting and verification (MRV) arrangements under the Convention to the enhanced transparency framework (ETF) under the Paris Agreement, support for developing countries is critical to facilitate successful implementation.
As part of the Consultative Group of Experts (CGE) support to developing countries, CGE organizes side events at SB sessions and brings together key stakeholders to seek feedback on its work and brainstorm on key factors to enable a successful implementation of MRV and the ETF.
Collecting and managing data and information for transparency reporting
On the one hand, developing country Parties have expressed in their national transparency reports that they lack of quality data, including disaggregated activity data, historical data, high-quality data and complete time series, which has impeded the production of national GHG inventories. This lack of quality data also affects transparency reporting on mitigation actions, climate change impacts and adaptation, and support needed and received. National experts shared their difficulties in collecting data from data providers at various CGE events and interviews. Among which, some data providers are non-party stakeholders.
Furthermore, non-Party stakeholders have also expressed it is challenging to find entry points to contribute to global climate action and work with their national governments.
These difficulties could be caused by low awareness level, lack of capacity and confidentiality concerns.
Objective and expected outcome
Therefore, the objectives of the CGE side event at SB 58 are:
- Showcasing CGE’s support to developing countries, with a focus on its existing and upcoming materials and activities;
- Providing a platform for CGE members, national governments and non-Party stakeholder data providers to discuss promoting data collection and management for ETF and tracking progress of the Paris Agreement.
- Collecting feedback on CGE’s support to developing countries and their preference for topics of 2023 CGE capacity-building activities.
