I. Background

The Least Developed Countries Expert Group (LEG) organizes side events during the SBs and the COP to discuss the experiences and progress made by the least developed countries (LDCs) in addressing adaptation, and the support provided by the group to the LDCs on adaptation. The side events also provide a platform for relevant organizations to provide highlights on support to the LDCs.

In decision 1/CMA.5, para. 59, CMA 5 called on Parties that have not yet done so to have in place their national adaptation plans, policies and planning processes by 2025. The LEG was mandated to update the technical guidelines for the NAP process, reflecting the provisions of decision 2/CMA.5 on the global goal on adaptation as well as the best available science, including the Intergovernmental Panel on Climate Change AR6.

II. Objectives

The vision of the LEG is to achieve demonstrable results in building adaptive capacity, strengthening resilience and reducing vulnerability to climate change in the LDCs, formulation of robust and good-quality NAPs and implementation of priority adaptation needs identified in the NAPs with funding from the GCF and other sources.

At the event, the LEG will present the highlights of the updated NAP technical guidelines. Other stakeholders (e.g. representatives on gender, Indigenous Peoples and local communities, providers of support, etc.) will be invited to discuss how countries could implement the guidelines through their perspective, and how countries can be supported in that regard.

About the LEG

The LEG is mandated to provide technical guidance and support to the LDCs on the process to formulate and implement NAPs and the implementation of the LDC work programme. The LEG is also mandated to provide technical guidance and advice on accessing funding from the Green Climate Fund (GCF) for the formulation and implementation of NAPs, together with the GCF secretariat.  Furthermore, the LEG is mandated to engage a wide range of organizations in implementing its work programme.
