Background

The LEG conducts two meetings every year. It will hold its 42nd meeting at the margins of the Botswana Global Adaptation Week and one of the key deliverables of the meeting is to finish the draft rules of procedure, as mandated by COP 26 (decision 15/CP.26, para. 19) for adoption by COP 27 and CMA 4.

2. Progress in the implementation of the LEG work programme for 2022–2023
2(a) Supporting the LDCs to enable them to submit their first NAP as soon as  possible

The LDCs can request for additional drafting support from the LEG through the Open NAP initiative. Countries completing their NAPs are now consistently taking advantage of the modality of the review of their draft NAPs administered by the LEG. Since LEG 41, the LEG has reviewed documents from Haiti and Niger. Additionally, some countries are also asking for support in launching the review of their first NAPs with a view to strengthen them in line with the LEG guidance. The NAP data initiative continues to grow to support the LDCs in addressing data gaps in their risk and vulnerability assessment, and monitoring and evaluation, in the context of NAPs.

About a third of the LDCs have submitted a NAP, and although there are signs of more and more LDCs reaching this milestone, progress remains very slow. A few LDCs are yet to start the formulation of their NAPs owing to different situations and challenges – these include Gambia, Mali, Mauritania, Yemen.

2(b) Supporting the LDCs in initiating and submitting project proposals to the GCF and other sources of funding for implementing adaptation priorities associated with NAPs

The LEG continues to develop and apply technical guidance on essential functions and uses of a NAP; characteristics of a NAP ready for implementation; and the characteristics of a NAP Priorities ready for implementation. These are being applied as core modules in the NAP writing workshops.
The NAP writing workshop for the Asia-Pacific LDCs took place from 12-15 July in Cambodia. All countries present successfully developed two project ideas and roadmaps by the end of the workshop. Most Pacific LDCs were not able to participate due to various travel constraints. The workshop proved very useful in providing a platform for participants to interact directly with the GCF to address the many questions they had including how to scale up existing projects with GCF funding, ensuring quality of the proposals, available technical assistance from the GCF, and selecting accredited entities  Participants requested for a report on the workshops to be made available to document and expand the learning beyond those that participated.

2(c) Supporting the LDCs in establishing an effective and iterative process to formulate and implement NAPs

Several countries have fully utilized their USD 3 million GCF NAP readiness funding, or will soon do so in the near future. The iterative and continuous work of the process to formulate and implement NAPs requires continued funding, and these countries will need to explore alternative sources of funding to maintain their work. Options include the GCF readiness support, the LDCF and including of such activities with other adaptation projects. To facilitate smooth engagement, awareness will also be essential among all involved actors including GCF NDAs, GEF Operational Focal Points and the NAP teams.

2(d) Technical guidance on NAPs

Work is advancing on developing technical guidelines for the implementation of NAPs with inputs from organizations solicited at technical meetings conducted online before SBI 56, at SBI 56 and back to back with the NAP writing workshop for Asia-Pacific LDCs. Further work will be carried out at the NAP Expo to review zero-order draft of the guidelines. The result and next steps will be considered at the LEG 42 meeting.

2(e) Tracking and monitoring progress in formulating and implementing NAPs

The LEG has been compiling and synthesizing information from NAP documents as well as information from the countries on various aspects of the process to formulate and implement NAPs. A number of key products are maintained or under active development, including:

2(f) Engaging and collaborating with the GCF and the GEF (LDCF)

The LEG, with the support of the secretariat, has been collecting information on challenges faced by countries in accessing funding for adaptation, particularly from the GCF. Regular exchanges have also been maintained with the GCF to explore proactive solutions in addressing the challenges. Information on such challenges and efforts in the first quarter of the year are captured in the LEG 41 report.
Meanwhile, SBI 56 noted the continued challenges, complexities and delays experienced by the LDCs in accessing funding from the GCF NAP readiness support, and also the need for further progress by the GCF in enhancing funding for the implementation of NAPs in accordance with decision 1/CP.21, para. 46. It invited the LEG to continue engaging with the GCF with a view to addressing those challenges.

2(g) Supporting the LDCs in effectively and efficiently implementing the Convention and the Paris Agreement, and other relevant instruments under the United Nations

The LEG will consider progress and provide further guidance as appropriate regarding the roster of national and regional experts from the LDCs; design and use of the training materials on the PA-ALIGN tool; continued one-to-one dialogues with the LDCs; and the engagement with the LDC Group.

2(h) Responding to mandates from the SBI, the COP and the CMA related to supporting implementation of the Convention and the Paris Agreement

In serving the Convention and the Paris Agreement, there are a number of mandates (on-going and new) for the LEG to address, some of which include working with the AC and other bodies. The LEG will review the progress in addressing these mandates and agree on steps. These include the development of the draft rules of procedure of the LEG for consideration and adoption at COP 27 and CMA 4; advising on the implementation of NAPs; continuing to provide channels for Parties to provide information on progress on NAPs and summarizing the results in country profiles on NAP Central; supporting the LDCs in addressing adaptation related provisions of the Convention and the Paris Agreement; contributing towards the compilation of methodologies for reviewing the adequacy and effectives of adaptation and support provided for adaptation, jointly with the AC and in collaboration with the SCF; and preparing synthesis reports every two years starting in 2020 on specific adaptation themes, focusing on relevant lessons learned and good practices in developing country Parties, in connection with the recognition of adaptation efforts of the developing country Parties.

2(i) Collaborating with other constituted bodies and organizations in fulfilling joint mandates and undertaking activities of common interest

The LEG continues to collaborate with a number of constituted bodies on support to the LDCs and NAPs.

The LEG also continues to collaborate with a wide range of organizations, programmes, regional centres and networks in supporting the LDCs. These will be invited to submit updates on their support to the LDCs and on NAPs to be used by the LEG in its reporting.

2(j) Conducting global and regional outreach events on NAPs

The 2022 NAP Expo will take place from 22–26 August 2022 in Gaborone, Botswana, under the umbrella of the Botswana Global Adaptation Week. The theme is on transformations to adaptation. The NAP Expo will pursue overarching outcomes aimed at incubating new ideas in adaptation and support, creating/strengthening communities of practice, advancing regional cooperation, and producing joint publications and products. The outcomes of the NAP Expo will be captured though a summary publication connected with a series of outreach and communication activities.

The LEG launched the celebration of its 20th anniversary at COP26 and planned to conduct year-long activities and communication outreach to mark its twenty years of support to the LDCs on adaptation, including a concluding event at COP 27.

LEG 41 agreed to develop a communications strategy to promote its work and the impact thereof in line with its updated vision.

3. Priorities and needs for support for the LDCs

Following the discussions in agenda items 2 the LEG will reflect on the priorities and needs for support for the LDCs, building on the details from LEG 41.

4. Update on priority activities for 2022–2023

Several key activities have been undertaken including the NAP writing workshops, NAP country dialogues, NAP Expo, draft rules of procedure, with some providing lessons and further needs to inform further work.
SBI 56 provided additional matters that the LEG may wish to consider in updating priorities for 2022–2023. It requested the LEG to explore with others how to use available science and evidence from the IPCC and other literature to advance technical guidance on adaptation in the LDCs. It also reemphasized the following activities of the LEG: continued engagement of the LEG with the GCF to address challenges faced by the LDCs in accessing GCF funding; continued support to the LDCs through the Open NAP initiative; the NAP writing workshops; the NAP Expos and their role as a platform for mobilizing a wide range of bodies, agencies and organizations to undertake activities to address priority needs of the LDCs; and the ongoing collaboration of the LEG with the AC and other constituted bodies.
