Background 

Knowledge co-creation and shared learning is at the very heart of this session which will demonstrate how multi-actor processes can tangibly deliver enhancements in urban capacity building. All the examples are supported by the CLARE programme. This will include a new approach of co-production for urban resilience prepared by the Adaptation Research Alliance through in-depth consultation and engagement with over 100 organisations from across the global South. It also includes a unique approach to bringing different city stakeholders together for tackling climate hazard events in informal settlements in two Southern African cities (Beira and Durban) undertaken by the INACCT project. Finally, Represa will showcase their inclusive approach to improving in-country capacity in multi-hazard impact-based forecasting and community-level early warning communication by equipping vulnerable communities, development actors, local authorities and decision-makers at the national level. 

The CLARE programme is a £110m, UK-Canada framework research programme on Climate Adaptation and Resilience (CLARE), aiming to enable socially inclusive and sustainable action to build resilience to climate change and natural hazards. Research supported by CLARE is bridging critical gaps between science and action: developing new tools and supporting partner governments, communities and the private sector to use evidence and innovation to drive effective solutions to the climate challenge, whilst building capacity of both those carrying out the research and those using the resulting evidence. 

SouthSouthNorth (SSN) forms the Research for Impact Hub for CLARE. SSN supports national and regional responses to climate change through policy and knowledge interventions, partnerships and deep collaboration. We do this by connecting people and information, enhancing capability and mobilising resources to respond innovatively to the challenges and opportunities that climate change presents.  

 

Objectives

  • To showcase the importance of enhancing the resilience of urban dwellers to climate impacts in cities of the global South, demonstrating how strengthening capacity is critical to ensuring their continued social and economic development despite shocks and stresses
  • To explore how co-creation approaches (i.e., multi-actor processes) can effectively contribute to enhancing these capacities for urban resilience. 
  • To learn how three diverse, innovative models of enhancing urban resilience capacity are using co-creation for system transformation.  
  • To surface perspectives on what constitutes ‘best practices’ in capacity building for urban resilience through co-creation, and collect feedback on how these may be used in participants’ own work during the breakout discussions. 
  • To propose a ‘Community of Practice’ on capacity building for urban resilience through co-creation, where active learning and sharing between diverse actors contributes to approaches for enhancing resilience capacity

Key Outcomes 

  • How we approach capacity building is imperative for successful interventions that are inclusive of the actors and the factors that drive resilience in urban contexts, and this directly informs what ‘good practice’ might look like in capacity building for urban resilience, as shown by the CLARE and ARA projects
  • Long-term urban resilience that can anticipate future risks must be intergenerational, inclusive and democratic in incorporating youth as fundamental actors in driving resilience planning. As shown through INUKA – Youth4Nature, co-creation approaches can significantly contribute to enhancing capacities for urban resilience by fostering collaboration, inclusivity and innovation. These approaches include inclusive decision-making, local knowledge integration, empowerment of youth, resource mobilization, and community engagement for social cohesion
  • Co-creation is essential for strengthening capacity in urban contexts, where active learning and sharing between diverse actors can contribute to approaches for enhancing resilience capacity more broadly
