Introduction
1. With a view to providing technical support and advice in a targeted and strategic manner, and responding to the existing and emerging needs and priorities of developing countries, the Consultative Group of Experts (CGE) conducts, annually, an assessment of needs and gaps, including problems, constraints and capacity-building needs, of developing countries associated with the implementation of the existing measurement, reporting and verification (MRV) arrangements and the enhanced transparency framework (ETF), based on the information drawn from NCs, BURs and summary reports on the technical analysis of BURs of developing countries.
2. In addition, the CGE conducted its biennial stocktake survey this year with an aim of grasping the up-to-date and comprehensive picture of where developing countries stand in terms of implementation of the existing MRV arrangements and recently in transitioning to the ETF, as well as needs and gaps arising from the ground.
3. At the side-event, the CGE will showcase its achievements and activities on providing technical support to the developing country Parties and present the latest findings from its annual assessment and biennial stocktake survey. The side event will also provide a platform for the CGE members, country representatives and audience to share their views on addressing technical and capacity building needs of developing countries to implement the ETF.
4. In that context, the CGE, through this side event, aims to:
- present the achievements in its support to developing country Parties and upcoming activities;
- present the latest findings from the capacity-building needs assessment report and stocktake survey;
- present and discuss the lessons learned and experiences of Parties in their transition to the ETF; and
- hear directly from developing countries on any new and emerging areas that require technical assistance and support.
