Mandate

COP 21 decided that, prior to 2025, the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) shall set a new collective quantified goal on climate finance (NCQG) from a floor of USD 100 billion per year, taking into account the needs and priorities of developing countries.

CMA 3 recognized that the deliberations on the NCQG will be cyclical in nature, with the political deliberations providing guidance to the technical work to be conducted and the technical work informing the political deliberations. CMA 3 established an ad hoc work programme on the new collective quantified goal on climate finance for 2022–2024, to be facilitated by co-chairs, one from a developed country and one from a developing country.  CMA 3 also decided to conduct four technical expert dialogues per year as part of the ad hoc work programme. The co-chairs prepare an annual report on the work conducted under the ad hoc work programme, including a summary and key finding of the technical expert dialogues and identifies issues that require further guidance. Furthermore, CMA decided to convene annual high-level ministerial dialogues (HLMDs) starting in 2022 and ending in 2024, ensuring effective political engagement and open, meaningful and robust discussion, with a view to providing guidance on the further direction of the ad hoc work programme for the following year. It requested the President of the COP to prepare a summary of the deliberations at the HLMDs, including recommendations, for consideration by the CMA at that session. The HLMDs will be informed by the reports of the technical expert dialogues and submissions from Parties and non-Party stakeholders. The first HLMD took place in Sharm el-Sheikh, Egypt on 9 November 2022.

Objective

The objective of the dialogue is to provide guidance on the the ad hoc work programme by focusing on the approach to the scale, the elements of the goal in relation to the scale and the mode of work for next year for reaching an agreement in 2024.

Please note that owing to the limited capacity of the venue, participation and attendance in the dialogue is strictly by registration. Please refer to the message published by the incoming COP 28, CMP 18 and CMA 5 Presidency related to the organization of the 2023 HLMD on the NCQG. Links to the notifications sent to Parties and admitted observers can also be viewed in this page. 

The dialogue will also be shown live via webcast. Interpretation in the official languages of the United Nations will be provided.

Participants will be invited to engage in a discussion on the guiding questions below. The aim of the Presidency is to facilitate an interactive discussion whereby all participants can take the floor more than once to react to other interventions. In doing so, participants will be invited to limit their responses to 2 minutes.

Guiding questions:

  • How should the goal reflect sources/channels of climate finance and in what timeframe? 
  • How should the quantification of the goal be approached, taking into account needs and priorities of developing countries and review of delivery?
  • How should further political-level engagement continue in 2024 to complement the technical work for a successful outcome on the new collective quantified goal at CMA 6?
