At the request of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its second session, a workshop was held on 11 May 2007 in Bonn, Germany, to discuss the proposal of the Russian Federation to develop appropriate procedures for the approval of voluntary commitments. At this workshop, the Russian Federation elaborated on its proposal, distinguishing between a procedural and a substantive component.
