The first meeting of the Consultative Group of Experts on National Communications from Parties not Included in Annex I to the Convention (CGE) was held in Mexico City, Mexico, on 23 and 24 September 2003. This document describes the proceedings of the meeting, covering issues relating to the recommendations from the previous CGE work and how these could be dealt with; the CGE work programme for the period 2003–2007; processes for the provision of technical advice on the preparation of national communications; and the group’s input to the user manual developed by the secretariat to facilitate the use of the UNFCCC guidelines for the preparation of national communications from Parties not included in Annex I to the Convention (non-Annex I Parties)
