This document contains detailed information on the initial accounting parameters for the second commitment period under the Kyoto Protocol for Parties included in Annex I with commitments inscribed in the third column of Annex B in the Doha Amendment to the Kyoto Protocol. It also contains annual information on anthropogenic greenhouse gas emissions in 2016 and 2017 from sources listed in Annex A to the Kyoto Protocol; greenhouse gas emissions and removals in 2016 and 2017 from land use, land-use change and forestry activities under Article 3, paragraph 3, forest management under Article 3, paragraph 4, and any other elected activities under Article 3, paragraph 4, of the Kyoto Protocol; and holdings and transactions of Kyoto Protocol units. It contains both final values (from the reviews of the 2018 annual submissions) and provisional values (reported by Parties in their 2019 annual submissions). The final values will be made available upon completion of the associated reviews and the resolution of any questions of implementation.
