The Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol, by decision 13/CMP.1, requested the secretariat to begin publishing annual compilation and accounting reports after completion of the initial review under Article 8 of the Kyoto Protocol and resolution of any questions of implementation. This report contains key initial accounting parameters, based on the reports on the reviews of the reports to facilitate the calculation of the assigned amount for the second commitment period of the Kyoto Protocol, where available; information on transactions and holdings of Kyoto Protocol units reported in 2019; and data on greenhouse gas emissions for Parties included in Annex I with commitments inscribed in the third column of Annex B in the Doha Amendment to the Kyoto Protocol. The information contained in this report is based on both final values (from the reports on the reviews of the 2018 annual submissions and of the reports to facilitate the calculation of the assigned amount for the second commitment period, where available) and provisional values (reported by Parties in their 2019 annual submissions).
