At its fourth session, the Conference of the Parties (COP), by its decision 5/CP.4, adopted the programme of work on the implementation of Article 4.8 and 4.9 of the Convention and Articles 2.3 and 3.14 of the Kyoto Protocol (FCCC/CP/1998/16/Add.1). At that same session, the Conference of the Parties invited Parties to submit their views on the issues to be discussed in the expert workshop, which is planned to take place in September 1999. Submissions have been received from six Parties. In accordance with the procedure for miscellaneous documents, these submissions are attached and are reproduced in the language in which they were received and without formal editing
