Amendment to annex I to the Convention. Proposal from the Republic of Kazakhstan to amend annex I to the Convention.
Abstract

The procedures for amending the Convention and its annexes are contained in Articles 15 and 16. Article 15.1 states: "Any Party may propose amendments to the Convention" and Article 15.2 states: "Amendments to the Convention shall be adopted at an ordinary session of the Conference of the Parties. The text of any proposed amendment to the Convention shall be communicated to the Parties by the secretariat at least six months before the meeting at which it is proposed for adoption. The secretariat shall also communicate proposed amendments to the signatories to the Convention and, for information, to the Depositary." Article 16 relates, inter alia, to the amendment of annexes by application of the procedure set out in Article 15. In accordance with these provisions, the Republic of Kazakhstan by a note dated 24 April 1999 submitted a proposal to amend Annex I to the Convention by adding the name of Kazakhstan to the list of countries contained in that annex. This proposal was transmitted to the Parties and the signatories by a note verbale dated 3 May 1999, which stated that the full text of the proposal would be circulated in a United Nations Framework Convention on Climate Change (UNFCCC) document in all official languages of the United Nations as soon as practicable. The Conference of the Parties is invited to consider the proposed amendment and adopt the necessary decision
