Negotiating sessions

At each UNFCCC negotiating session, Parties consider issues related to climate technology development and transfer. This page provides summaries of the climate technology issues discussed at each of these sessions. It also contains the documents that the Parties considered.

Summany

SBI 64 Item 12 (a) / SBSTA 64 Item 9: The SBI and SBSTA completed their consideration of the 2025 joint annual report of the Technology Executive Committee and the Climate Technology Centre and Network and recommended a draft COP decision and a draft CMA decision for consideration and adoption by COP 31 and CMA 8. 

SBI 64 Item 12 (b): The SBI deferred consideration of the alignment between processes pertaining to the review of the Climate Technology Centre and Network and the periodic assessment of the Technology Mechanism to SBI 68 (June 2028).  

SBI 64 Item 12 (c): The SBI recommended the United Nations Environment Programme (UNEP) as the host the Climate Technology Centre (CTC). The SBI requested the secretariat to prepare with UNEP the draft MOU between the COP, the CMA and UNEP regarding the hosting of the CTC on the basis of the elements of a MOU for consideration at SBI 65 (November 2026). The SBI agreed to continue consideration of the matter on the basis of the draft text prepared by the co-facilitators. 

SBI 64 Item 12 (d): The SBI recommended a draft COP decision on Linkages between the Technology Mechanism and the Financial Mechanism for consideration and adoption by COP 31. 

SBI 64 Item 12 (e):  The SBI initiated the second periodic assessment referred to in paragraph 69 of decision 1/CP.21 and requested the secretariat to prepare an interim report on the second periodic assessment for consideration at SBI 66 (June 2027). 

SBI 64 Item 12 (f): The SBI deferred consideration of the Poznan strategic programme on technology transfer to SBI 65 (November 2026).
