At each UNFCCC negotiating session, Parties consider issues related to climate technology development and transfer. This page provides summaries of the climate technology issues discussed at each of these sessions. It also contains the documents that the Parties considered.

SBI 64 Item 12 (a) / SBSTA 64 Item 9: The SBI and SBSTA completed their consideration of the 2025 joint annual report of the Technology Executive Committee and the Climate Technology Centre and Network and recommended a draft COP decision and a draft CMA decision for consideration and adoption by COP 31 and CMA 8.
SBI 64 Item 12 (b): The SBI deferred consideration of the alignment between processes pertaining to the review of the Climate Technology Centre and Network and the periodic assessment of the Technology Mechanism to SBI 68 (June 2028).
SBI 64 Item 12 (c): The SBI recommended the United Nations Environment Programme (UNEP) as the host the Climate Technology Centre (CTC). The SBI requested the secretariat to prepare with UNEP the draft MOU between the COP, the CMA and UNEP regarding the hosting of the CTC on the basis of the elements of a MOU for consideration at SBI 65 (November 2026). The SBI agreed to continue consideration of the matter on the basis of the draft text prepared by the co-facilitators.
SBI 64 Item 12 (d): The SBI recommended a draft COP decision on Linkages between the Technology Mechanism and the Financial Mechanism for consideration and adoption by COP 31.
SBI 64 Item 12 (e): The SBI initiated the second periodic assessment referred to in paragraph 69 of decision 1/CP.21 and requested the secretariat to prepare an interim report on the second periodic assessment for consideration at SBI 66 (June 2027).

Summary
The CMA adopted the Belém Technology Implementation Programme, supported by, inter alia, the operating entities of the Financial Mechanism, to strengthen support for the implementation of technology priorities identified by developing countries and to address the challenges identified in the first periodic assessment of the Technology Mechanism.
The COP and CMA adopted decisions on the review of the functions of the Climate Technology Centre, thereby extending the term of the CTC to 2041 with revised functions and launching a process for the selection of the new host of the CTC.
The SBI and SBSTA could not conclude their consideration of the joint annual report of the TEC and the CTCN for 2025. On a proposal by the President, the COP and CMA requested the SBI and SBSTA to continue consideration of this matter at SB 64 on the basis of the latest draft text prepared at SB 63 on this matter.
The SBI could not conclude its consideration under the agenda item on Linkages between the Technology Mechanism and the Financial Mechanism. On a proposal by the COP President, the COP requested the SBI to continue consideration of this matter at SBI 64 on the basis of the latest draft text prepared at SBI 62 on this matter.

Summary
The SBI 62 initiated the review of the functions of the Climate Technology Centre, and agreed to continue consideration of this matter at SBI 63, on the basis of the draft text available on the UNFCCC website, with a view to recommending draft decisions on this matter for consideration and adoption at COP 30 and CMA 7. The SBI continued consideration of linkages between the Technology Mechanism and the Financial Mechanism, and agreed to continue consideration of this matter at SBI 63, based on the draft text available on the UNFCCC website, with a view to recommending a draft decision for consideration and adoption at COP 30. The SBI 62 also considered the technology implementation programme. The item will be included in the provisional agenda for the next session, in accordance with rules 10 (c) and 16 of the draft rules of procedure. The consideration of matters relating to the alignment between processes pertaining to the review of the CTCN and the periodic assessment of the Technology Mechanism was deferred to SBI 64.

Summary
During SBI 60 an in-session workshop was convened to take stock of the linkages between the Technology Mechanism and the Financial Mechanism. The SBI also initiated discussion on the linkages between the Technology Mechanism and the Financial Mechanism taking into account the submissions by Parties and other stakeholders, the synthesis report prepared by the secretariat, and the in-session workshop and agreed to continue consideration of this matter at SBI 61 with a view to recommending a draft decision for consideration and adoption at COP 29, taking into account the draft text on the UNFCCC website.

Summary
The CMA adopted a decision on the outcome of the first global stocktake, which established a technology implementation programme, supported by, inter alia, the operating entities of the Financial Mechanism, to strengthen support for the implementation of technology priorities identified by developing countries and to address challenges identified in the first periodic assessment of the Technology Mechanism.
The COP adopted a decision on enhancing climate technology development and transfer through the Technology Mechanism, requesting the TEC and the CTCN to implement the Technology Mechanism Initiative on Artificial Intelligence for Climate Action and to enhance awareness of artificial intelligence and its potential role in, as well as its impacts on, the implementation of the outcomes of technology needs assessments and the joint work programme of the Technology Mechanism for 2023–2027. The COP also adopted a decision on linkages between the Technology Mechanism and the Financial Mechanism, calling for submissions on the matter and requesting the secretariat to prepare a synthesis report on the submissions as well as requesting the TEC and CTCN, in consultation with the SBI Chair, to organize an in-session workshop on the matter at SBI 60.

The SBSTA and the SBI considered the performance and activities for 2020 and 2021 of the two bodies of the Technology Mechanism, the TEC and the CTCN. The SBI also continued their consideration of the alignment between processes pertaining to the review of the CTCN and the periodic assessment of the Technology Mechanism. In addition, the SBI considered the linkages between the Technology Mechanism and the Financial Mechanism. The SBI further agreed to defer consideration of the item on the Poznan strategic programme on technology transfer to SBI 56. The COP agreed to amend the constitution of The Advisory Board of the Climate Technology Centre and Network contained in annex II of decision 14/CP.18. The COP also welcomed the report on the second independent review of the effective implementation of the CTCN and decided to renew the memorandum of understanding with the UNEP regarding the hosting of the CTCN, as contained in annex I to decision 14/CP.18, for a further five-year period.

Summary
Parties considered the TEC and CTCN's performance and activities for 2015. COP 21 noted, inter alia, that the TEC would elaborate an outline for guidance on the preparation of technology action plans and make it available in early 2016 to developing countries for use in the technology needs assessment process. It also invited Parties and all relevant entities to consider the TEC and the CTCN's key messages on technology development and transfer. Regarding the Poznan strategic programme (PSP), the SBI welcomed the TEC's final report on the PSP evaluation undertaken with the aim of enhancing the effectiveness of the Technology Mechanism. It invited the TEC to update the evaluation report for consideration by COP 23.

Summary
At SBI 42, Parties considered the TEC’s interim report on the evaluation of the GEF’s Poznan strategic programme. They encouraged those providing inputs into the evaluation to consider how the programme may support technologies for adaptation and consider gender-responsiveness. They also encouraged the TEC to consult with, inter alia, the GCF on how to enhance the Technology Mechanism’s effectiveness. Furthermore, Parties invited the GEF to provide more detailed information on its collaboration with the CTCN in future progress reports.

Summary
In Lima, Parties considered the TEC and CTCN's performance and activities in 2014. The COP requested the TEC to undertake further work on technology needs assessments to enhance the implementation of the results coming from such assessments. It also encouraged the CTCN to further elaborate its procedures for responding to developing country requests for technical assistance. Regarding the Poznan strategic programme, the SBI invited the TEC to provide a final report of its evaluation of the programme to COP 21.

Summary
The SBI and the SBSTA concluded their consideration of the TEC and CTCN's joint annual report for 2013. They also invited the TEC to further strengthen linkages with organizations under and outside the Convention which undertake work on enablers and barriers. With regards to the Poznan strategic programme, the SBI invited the TEC to evaluate the programme with the aim of enhancing the effectiveness of the Technology Mechanism. The SBSTA concluded its consideration of the third synthesis report on technology needs assessments. It noted, inter alia, the need for Parties to enhance and follow up on the TNA process by further promoting the development and implementation of economically, environmentally and socially sound project proposals.
Summary
COP 19 adopted the modalities and procedures of the CTCN and the rules of procedure of the Advisory Board of the CTCN. With regards to the Poznan strategic programme, the SBI invited the GEF to continue to consult with the CTCN on the support that the GEF will provide for the work of the CTCN. It invited the GEF to report on the concrete results of the consultations at SBI 40. The SBSTA welcomed the third synthesis report on technology needs identified by non Annex I Parties. The SBSTA and the SBI also considered the joint annual report of the TEC and CTCN for 2013.

Summary
SBSTA 38 underlined the essential role of NDEs play in the operationalization of the CTCN. It encouraged Parties that had not yet nominated their NDEs to urgently communicate their nominations. The SBSTA also considered the CTCN's progress report on the development of its modalities and procedures.
Summary
At SBI 37, the UNEP, as the leader of the consortium of partner institutions, was selected as the host of the Climate Technology Centre (CTC) for an initial term of five years. The Advisory Board of the Climate Technology Centre and Network was also established, with its constitution contained in annex II of decision 14/CP.18. The SBSTA and SBI welcomed the report on activities and performance of the Technology Executive Committee for 2012.

Report of the Global Environment Facility to the Conference of the Parties
Summary
The SBSTA and the SBI welcomed the rolling workplan of the TEC for 2012-2013 and encouraged the TEC to advance the implementation of this workplan. The SBI welcomed the report on the evaluation of proposals for hosting the CTC. The SBI agreed on a ranked list of proponents, with the consortium led by the UNEP ranked first, the GEF ranked second and Det Norske Veritas AS ranked third for hosting the CTC. The SBI noted the report by the GEF on the progress made in carrying out the Poznan strategic programme on technology transfer, as invited by the SBI at its thirty-fourth session.

The SBSTA welcomed the report on the workshop on technology needs assessments held on 1 and 2 June 2011 in Bonn, Germany. The SBSTA and the SBI considered the report on activities and performance of the Technology Executive Committee for 2011. The SBI noted the report by the GEF on the progress made in carrying out the Poznan strategic programme on technology transfer, as invited by the SBI at its thirty-fourth session.

Summary
The SBSTA took note of the organization of the workshop on technology needs assessments(TNAs) organized by the secretariat, in collaboration with the GEF, UNDP, UNEP and the CTI, and noted with appreciation the active participation of experts and practitioners from the public and private sectors. The SBSTA also welcomed the UNFCCC training package on preparing technology transfer projects for financing.
The SBI welcomed the progress made by the GEF in providing technical and financial support to assist 36 NAI Parties in developing and updating their TNAs. It also invited the GEF to provide reports on the progress made in carrying out its activities under the Poznan strategic programme, including its long-term implementation, for consideration by the SBI at its thirty-fifth and subsequent sessions.
