The Technology Mechanism was established by the Conference of the Parties (COP) in 2010 to facilitate the implementation of enhanced action on climate technology development and transfer towards achieving the full implementation of the Convention, in particular Article 4. The Technology Mechanism consists of two bodies: the Technology Executive Committee (TEC) and the Climate Technology Centre and Network (CTCN). The Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA), under Article 10, established a technology framework to provide overarching guidance to the Technology Mechanism and mandated the TEC and CTCN to serve the Paris Agreement by implementing the technology framework, consistent with their respective functions, mandates and modalities of work. The TEC and CTCN report on their activities and the performance of their functions annually through the Subsidiary Bodies, and are guided by the COP and CMA.

The TEC is the the policy body of the Technology Mechanism. It analyses issues and provides policy recommendations that can accelerate the development and transfer of low emission and climate resilient technologies. The work of the TEC spans a wide range of thematic areas, promoting science-based and systemic approaches, bolstering transformative technology solutions, and focusing on high-impact, high-potential sectors and actions. The committee meets twice a year, and consists of technology experts serving in their personal capacity who are nominated by Parties and represent both developed and developing countries. The CTCN is the implementation body of the Technology Mechanism, and is accountable to and guided by the COP/CMA through an Advisory Board. Hosted by the UN Environment Programme (UNEP), and supported by a network of national, regional, sectoral, and international organizations, the CTCN accelerates the development and transfer of technologies through three services:
The TEC and the CTCN work together to facilitate the full implementation of objectives related to technology development and transfer under the Convention and the Paris Agreement. Their functions are complementary and support actions to address both policy and implementation aspects of climate technology development and transfer. Parties have recurrently guided TEC and CTCN to closely collaborate and increase synergy in the work of the Technology Mechanism including through continued, enhanced and new joint efforts.
The development of the first-ever Joint Work Programme of the Technology Mechanism (2023–2027) has been a key milestone in enhancing coherence and synergy in the work of the bodies of the Technology Mechanism.
