The United Arab Emirates dialogue on implementing GST outcomes

In November 2023, decision 1/CMA.5, para. 97 established the United Arab Emirates dialogue on implementing the global stocktake outcomes.

In November 2026, decision 3/CMA.7 specified that the United Arab Emirates dialogue will facilitate the sharing of experience and of information on opportunities, challenges, barriers and needs, including with a focus on the provision of finance, capacity-building, and technology development and transfer, as well as strengthened international cooperation as key enablers, in implementing the global stocktake outcomes.

The Dialogue will be convened annually in conjunction with SB 64 (June 2026) and SB 66 (June 2027), after which it will conclude. As part of the United Arab Emirates Dialogue, a high-level ministerial round table will be held at CMA 9 (November 2027).

Call for Submissions

In accordance with decision 3/CMA.7, para 6, Parties, observers and other non-Party stakeholders, constituted bodies under or serving the Convention and/or the Paris Agreement, and international organizations are invited to submit views on experience, opportunities, challenges, barriers and needs as inputs to the dialogue by no later than three months prior to each dialogue.

Meeting

The first UAE dialogue will be held in conjunction with SB 64 (June 2026). Parties and non-Party stakeholders are invited to submit their inputs and to access all submissions via the call for UAE dialogue submissions or the submission portal.

Co-facilitators 

In accordance with decision 3/CMA.7, para 4, two co-facilitators for the dialogue are appointed by the Chairs of the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation, one from a developed country Party and one from a developing country Party, to serve every two years. 

The Chairs of the subsidiary bodies, have appointed Rita Mishaan (Guatemala) and Johanna Lissinger Peitz (Sweden) as the co-facilitators for the dialogue for 2026–2027.
