The thirty-eighth sessions of the Subsidiary Body for Implementation (SBI 38) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 38), as well as the second part of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP 2-2) was held at Maritim Hotel from 3-14 June 2013 in Bonn, Germany.

Briefing the media on the last day of the Bonn Climate Change Conference, UNFCCC Executive Secretary Christiana Figueres gave an overview of progress made by governments during the two weeks in terms of increasing existing global action to deal with climate change and moving towards a universal climate agreement.
 

ADP update Thursday 13 June

ADP closing plenary

Parties at the closing plenary of ADP 2-2 in Bonn adopted the draft conclusions presented earlier at the ADP informal meeting.

The main points of these conclusions were:

  • Agreement on the need for at least one additional session in 2014, and a request to the secretariat to secure a venue

  • An invitation for submissions on both workstreams

  • A request to the incoming Co-Chairs to "propose a balanced, focused and more formal mode of work" for Warsaw

  • Three inputs by the secretariat, namely: revision of the technical paper on workstream 2; a technical paper synthesizing submissions on costs, benefits and opportunities for adaptation; and an overview of mandates and work of other institutions, mechanisms and arrangements under the Convention

  • An invitation to the Co-Chairs to prepare a "note on progress"

In their closing remarks, Parties roundly congratulated the Co-Chairs, Mr. Jayant Moreshver Mauskar of India and Mr. Harald Dovland of Norway, on their skilful facilitation and good humour, and on the development of an environment of trust, transparency and cooperation that allowed the work of the ADP to progress.

Mr. Kishan Kumarsingh of Trinidad & Tobago and Mr. Artur Runge-Metzger of the EU were elected as the new Co-Chairs of the ADP, and Ms. Di Carlo Quero of Venezuela as the Rapporteur of the ADP, by acclamation.

Side event on the UNFCCC Climate Technology Centre and Network

At a side event on 12 June, the United Nations Environment Programme (UNEP), as host of the Climate Technology Centre and Network (CTCN) and some of its consortium partners provided an update on arrangements being made to make the CTCN operational, including outcomes of the first meeting of the CTCN Advisory Board.
