Background:

The event will provide an opportunity to share the experiences and challenges of Asia‐Pacific member states while initiating preparations for the next NDC submission cycle, due in 2025, with 2035 targets. Building on the dialogue initiated in the NDC 3.0 Regional Forums, this event will delve into the best practices for identifying and integrating sectoral opportunities into the development of NDCs 3.0, highlighting the challenges and opportunities that arise when aligning various sectoral policies.

The discussion will explore strategies for harmonizing efforts across sectors, ensuring that sectoral actions contribute to a cohesive and ambitious national climate strategy.

The discussion will also discuss considerations and approaches for incorporating new sectors into NDCs, enhancing ambition in existing sectors, and overcoming barriers to integration. Through case studies and expert insights, attendees will gain practical guidance on crafting more comprehensive and impactful NDCs.

Objectives:

This event will support the continuing capacity development of countries in the Asia Pacific in developing a more ambitious NDC 2025. Panelists will:

  • Share experience on good practices, challenges and opportunities on integrating various sectoral opportunities and policies that can be applied to the development of NDCs 3.0

  • Share various considerations and approaches when integrating new sectors into NDCs and enhancing the ambition in existing sectors in NDCs.

  • Launch the publication produced by the IBC on Raising Climate Ambition

Key takeaways:

  • Increased ambition must translate into achievable targets, requiring tailored sectoral strategies and solutions to achieve short-, medium- and long-term net-zero targets aligned with global, national, and subnational policies and frameworks.

  • Inclusivity ensures that sectoral solutions are implementable while contributing to economic transformation. This includes engaging both public and private stakeholders to accelerate finance and investments and fostering collaboration among communities and stakeholders to facilitate knowledge and technology sharing, transfer, and resource mobilization.

  • Given the diverse geographies and circumstances of different countries in the Asia-Pacific region, enhanced collaboration, both at the international and regional and sub-regional levels, can facilitate knowledge sharing and resource mobilization necessary for low-carbon transitions and sustainable economic transformations.

  • From a regional perspective in Asia and the Pacific, energy and industrial sectors remain top priorities, alongside transport, waste, forestry, agriculture and marine ecosystems (according to the 2024 Review of Climate Ambition in Asia and the Pacific by ESCAP, on behalf of the Issue-Based Coalition on Climate Action). However, sectoral solutions should still be tailored to, aligned with and responsive to the specific circumstances of individual countries.
