This training is based on and complements the concepts included in the Overview Course to raise the interest of new experts and expand the number of experts eligible to participate in the TER.

Description

Under the Paris Agreement, the role of technical review experts is crucial in the successful operation of the ETF. These reviewers, nominated by Parties and, as appropriate by intergovernmental organizations, verify the latest information on climate actions and support submitted by Parties, provide technical advice on how to improve the reporting, and help developing countries identify areas of country-specific capacity-building needs. The review process ensures transparency and accountability of the UNFCCC process and builds mutual trust and confidence among Parties. Training of new technical expert reviewers is key to guaranteeing the full implementation of the ETF.  

In March, the 1st course of the new BTR training programme was launched. This course, referred to as “Course A - General and cross-cutting aspects for the technical expert review under the enhanced transparency framework under the Paris Agreement’’ is mandatory for all experts to be eligible to participate as technical expert reviewers of BTR under the Paris Agreement.  

During COP28, a brief initial training will be offered to introduce the technical expert review process under the ETF and the review provisions. This training will be based on and complement the concepts included in Course A to raise the interest of possible new experts and expand the number of experts eligible to participate in the TER.
