The Subsidiary Body for Implementation, at its forty-fifth session, having conducted the third comprehensive review of the implementation of the framework for capacity building in developing countries under the Convention, in accordance with decision 14/CP.21, paragraph 2, recommended the following draft decision for consideration and adoption by the Conference of the Parties at its twenty-second session.
